The Regular Meeting of the Board of Education was called to order by President Moder at 5:00 p.m.

Approval of Consent Agenda
Motion by Mark Henschel, second by Joan Pennau, that the Board of Education approve the consent agenda as follows: October 13, 2025 Budget Hearing Minutes, October 13, 2025 Regular Meeting Minutes, October 13, 2025 Workshop Minutes, Personnel Recommendations - Retirement, and Bi-Monthly Financial Report.

Chief of Finance and Operations Individually Considered Resolutions
5.01 Consider Approval of the 2025-26 Tax Levy
Motion by Mark Henschel, seconded by Joan Pennau, that the Board of Education approve the tax levy for 2025-26 as follows:
Fund 10 - $24,593,611, Fund 39 - $7,885,325, Fund 80 - $2,564,919, Total Levy - $35,043,855
Motion Carried, ayes 6-0.

5.02 Consider Approval of the 2025-26 Budget
Motion by Mark Henschel, second by Joan Pennau, that the Board of Education approve the 2025-26 total revenue budget of $133,978,226 for all funds and a total expenditure budget of $133,638,960 for all funds.
Motion Carried, ayes 6-0.

5.03 Consider Approval of Employee Health and Dental Insurance Plan
Motion by Mark Henschel, second by Joan Pennau, that the Board of Education approve the employee health insurance 7% premium increase and plan design changes, and dental insurance with no change.
Motion Carried, ayes 6-0.

Board Individually Considered Resolutions
Appoint Deputy Clerk for School Board Elections for 2025-26
Motion by Mark Henschel, second by Joan Pennau, that the Board of Education approve the appointment of Eileen Shapiro as the Deputy Clerk for School Board Elections for 2025-26.
Motion Carried, ayes 6-0.

6.02 Consider Field Trip to Vietnam in 2028
Motion by Mark Henschel, second by Karen Moehn, that the Board of Education approve the high school field trip to Vietnam from June 26, 2028 to July 5, 2028.

Adjournment
Motion by Mark Henschel, second by Luke Frame, to adjourn to Executive Session to discuss administrator contract language and base wage negotiations as provided in Wisconsin Statutes 19.85(1)(c) and (e):
(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility,
(e) Deliberating or negotiating the purchasing or public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
Motion Carried, ayes 6-0. The Regular Meeting adjourned at 6:01 p.m.

Discussion
The Board discussed administrator contract language and potential changes per Wisconsin Statute 19.85(1)(c) and base wage negotiations for employee groups per Wisconsin Statute 19.85(1)(e).
Adjournment
Motion by Luke Frame, second by Mark Henschel, the Board of Education adjourn the executive session.
Motion Carried, ayes 5-0. The Executive Session adjourned at 7:57 p.m.
