ADVERTISEMENT FOR BIDS
Notice is hereby given that bids will be received electronically for the Board of County Commissioners of the County of Burlington on December 18, 2025 at 10:30 a.m. EST., for the following solicitation:
“County Bridge #A4.8 Reconstruction Fork Landing Road over North Branch of Pennsauken Creek, Cinnaminson Township, Burlington County, New Jersey, Contract No. CEG-25-0040.”
BIDS MUST BE SUBMITTED THROUGH THE COUNTY’S ELECTRONIC PROCUREMENT PLATFORM.
The County will not accept any paper-basedbid submissions via email, fax, courier, mail, or in-person delivery. Any paper-based bids delivered will be returned to the sender unopened. Bids must be submitted in the manner designated therein and required by the specifications and instructions located on the electronic procurement platform.

Potential bidders must register on the electronic procurement platform located at burlcobids.ionwave.net to access the bid instructions and specifications. Registration is also required to receive information regarding future solicitations. Please complete all fields as requested. There is no cost to register on the electronic platform and access the specifications.
ANY BID NOT SUBMITTED ELECTRONICALLY BY THE DEADLINE WILL BE AUTOMATICALLY REJECTED BY THE COUNTY’S DIVISION OF PURCHASING.
The County is not responsible for any bid not submitted on time. The County is not responsible for any internet or electronic issues that may include, but not be limited to, connection issues, technical difficulties, errors, power outages, etc.
All solicitations are subject to change. It is the responsibility of the vendor to check the website for any future addenda, revisions, etc. prior to the opening date. Failure to do so could result in rejection of your bid submission.
Prequalification:
All bidders must be prequalified with the N.J.D.O.T. Work Classification 4 OR 5, with N.J.D.O.T. The prequalification shall be valid at the time bids are opened.
Each bid must be accompanied by a bid guarantee in the form of a bid bond, cashier’s check, or certified check for ten percent (10%) of the total lump sum bid amount, but not in excess of $20,000.00. Certified checks or cashier’s checks are to be drawn to the order of the “Treasurer of Burlington County”.
The Consent of Surety must be on the form provided in the Bid Documents.
Bidders must submit a copy of the bid bond and the consent of surety at the time of bid through the County’s e-procurement platformhttps://burlcobids.ionwave.net. Failure to submit copies of said documents by the deadline bids are due shall result in rejection of the bid submission. Additionally, bidders must submit the original bid bond and consent of surety by the deadline bids are due. Said documents shall be delivered in a sealed envelope plainly marked with name and address of the bidder and complete bid title and number as shown on the cover of the specifications. Failure to submit said original documents on time shall result in rejection of the bid submission. The sealed envelopes will be returned to the sender unopened. Pursuant to P.L. 1977, c.33, the successful bidder shall furnish and deliver a performance bond in the full amount (100%) of the total contract price within ten (10) days of the date of award. The performance bond must be issued to “The Board of County Commissioners of the County of Burlington” by a surety company authorized to transact business in New Jersey.
PREVAILING WAGE RATES; Prevailing wage rates are applicable to this project , the contractor shall pay the latest prevailing wage rates for projects in excess of $2,000.00 as determined by the United State Secretary of Labor and the New Jersey Department of Labor, for the locality in which the work is to be performed pursuant to Chapter 150, Laws of 1963 (N.J.S.A. 34:11-56, 25 et seq.). If the prevailing wage rate prescribed for any craft by the United States Secretary of Labor is not the same as the prevailing wage rate prescribed for that craft by the New Jersey Department of Labor, the contractor shall pay the higher rate. The contractor shall comply with all applicable statutes and regulations regarding the payment of wages and specifically Title 34, Chapter 11, of the Revised Statutes of New Jersey.
AFFIRMATIVE ACTION; Bidder are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27.
The project involves the demolition of the existing single span steel truss bridge and abutments, the construction of a new single span prefabricated steel truss bridge, and roadway reconstruction with new traffic signal installation. Major items of work include:
