NOTICE TO BIDDERS
PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that Abington Township, Montgomery County, Pennsylvania, shall accept sealed proposals online for the following project: Traffic Signal Improvements at the Intersection of Old Welsh Road and Edge Hill Road in Abington Township. Bids shall be accepted via PennBid (https://pennbid.bonfirehub.com/) until 1:00 PM prevailing time, on Thursday, December 11, 2025 at which time they shall be opened electronically, and the results made available on PennBid immediately following the opening.
Plans and specifications are available online at no charge via PennBid. (https://pennbid.bonfirehub.com/). Hard copies of all documents may be optionally purchased through PennBid. Estimated cost is $100.00. Project drawings and documents are available for inspection at the offices of Abington Township 1176 Old York Road, Abington, PA 19001.
The Scope of Work consists of but is not limited to installation of an electrical distribution system, traffic signal support foundations and pavement markings in support of a modernized traffic signal at the project intersection.
Questions must be submitted via PennBid by December 4, 2025, at 5:00 PM. Submission of a question does not guarantee that such question shall be answered.
All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders. Bonds are required to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
The successful Bidder must comply with the Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, must be paid to workmen employed on this project.
All Bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Prequalification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must prequalify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of work. All Bidders and Subcontractors must be PennDOT prequalified.
Bids must be submitted unconditionally. No bid may be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidder qualifications. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all of the bids.
