INVITATION TO BID
Sealed bids, in accordance with Stark County's plans and specifications for the ROBERTSVILLE AVE BRIDGE NO. PA-8-30 REMOVAL PROJECT, PID #114325 in Stark County, Ohio, will be received at the Offices of the Stark County Commissioners, County Administration Building, 110 Central Plaza South (Suite 240), Canton, Ohio 44702, until 10:00 A.M.local time on, December 12, 2025 at which time they will be publicly opened and read.

Reproduction cost is non-refundable and is the responsibility of the bidder. Bidding Documents can be forwarded upon request and a fee will be required; forwarding via the least expensive carrier. Only bidders of record will receive addendum to the specification, if any. The County nor AA Blueprint is not responsible if bidding documents so mailed are received too late for filing a timely bid.
The only bids that will be accepted will be those of bidders of record. Bidders of record are those who have signed the bidders list, obtained specifications and paid the prescribed fee.
The Engineer’s Estimate for this project is: $900,000.00.
Construction Work shall be completed 120 Calendar Days after date of Notice to Proceed is issued. Upon receiving a responsible and responsive low bid, the County will proceed with Award of the Contract. Time is of the essence to this agreement.
A pre-bid conference will be held in the Stark County Engineer's Office, 5165 Southway Street SW, Canton, Ohio 44706 at 9:00 AM on December 4, 2025 to advise all prospective bidders of the various contract requirements, and to answer any questions that may occur. Questions are required to be submitted by December 8, 2025.
Each bidder shall be in current good standing on the Ohio Department of Transportation Pre-qualified Contractors List kept by the Office of Contracts.
Construction work shall be subject to the Federal prevailing wage rates established for Ohio by the Secretary of Labor’s general wage decision.
Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bids shall be delivered to the office of the Stark County Commissioners, at or prior to the date and hour specified for receiving bids.
In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio.
Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashier's check, or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount of the bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. The amount of the bid for said guaranty purposes shall include all additive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid.
Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements set forth in the specifications. A Bidder/Contractor will be deemed committed to the goal of such bid conditions by submitting a properly signed bid.
Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap or national origin.
Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code.
All steel products must meet the requirements of ODOT CMS 106.09
The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid which is deemed most favorable to the County at the time and under the conditions stipulated. The Engineer will review all bids for irregularities and unbalancing. Any unbalancing or irregularities found may be cause for rejection of the entire bid.
The commissioners further declare that they will award the contract for this project to the lowest and best bid which may not necessarily be the lowest bid. No single factor will control the Board's decision to award, and the Board reserves the right to exercise its full discretion.
"Disadvantaged Business (DBE) Requirement. DBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as DBE's in accordance with the TEA - 21 (1998) and 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.)". At the beginning following the project identification the DBE goal designation is written, i.e. DBE Goal: 0%.
WAIVER PROCESS FOR DBE GOALS:
In the event the Contractor is unable to meet the DBE Goal placed on this project, a request for waiver of all or part of the goal may be made to the Ohio Department of Transportation with a copy sent to the LPA. The written request must indicate that a good faith effort was made to meet the goal and be sent to the ODOT DISTRICT 4 LPA COORDINATOR.
The Planning and Programs Administrator will review the request and then forward it to the Department’s Central Office. Central Office will review the submitted documentation and decide the issue within (3) business days. There will be no extension of the time for the project granted if the prime Contractor wishes to avail himself of this process. The LPA will be notified as to the decision.
Record Retention – As the LPA, ODOT or the United States government may legitimately request from time to time, the contractor agrees to make available for inspection and/or reproduction by the LPA, ODOT or United States government, all records, books, and other documents of every kind description that relate to this contract.
Drug-Free Work Place – The Contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers’ Compensation Drug-Free Workplace Program or in a similar program approved by the Bureau of Workers’ Compensation and in good standing with the Bureau of Workers’ Compensation. Contractors that are not previously enrolled in a drug-free workplace program must enroll in such a program within 10 days of the bid opening. Any Contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract.
