of Unsolicited Proposal
Design-Build Services for New Workforce Development Center

NOTICE IS HEREBY GIVEN that Lake-Sumter State College, a political subdivision of the State of Florida, has received an unsolicited proposal for a qualifying public-private partnership project pursuant to Section 255.065, Florida Statutes, for construction of a workforce development center on the Leesburg campus (“Project”). The unsolicited proposal received proposes a design-build project.
Lake-Sumter State College is advertising this Public Notice to advise the public and interested parties that it will accept other proposals for the same project as outlined herein. The Project involves construction of a Workforce Development Center on the Leesburg Campus. It is envisioned as a cutting-edge, multi-story facility consisting of a minimum of 24,000 sq. ft and maximum sq. ft. of 80,000, dedicated to fostering innovation in education and meeting the workforce demands of Lake and Sumter Counties.
Persons or entities wishing to submit alternative or competing proposals for the Project may do so by uploading them to: https://www.lssc.edu/dept/purchasing/. Proposals must be received no later than 3:00 P.M. on December 23, 2025. Responsibility for submitting timely proposals rests solely with parties submitting proposals. Any proposal received after the above stated deadline will not be considered. Lake-Sumter State College shall in no way be responsible for delays or issues in submitting proposals.
Proposals must include all information and materials required by Section 255.065, Florida Statutes. There is no fee associated with this application process.
As Lake-Sumter State College evaluates Proposals, it will consider the factors set forth in Section 255.065, Florida Statutes. Respondents should be prepared to provide a brief presentation (15 minutes maximum) at a public meeting of the Board of Trustees of Lake-Sumter State College on December 30, 2025, specific time to be determined. The Board Lake-Sumter State College reserves the right to reject any or all proposals as provided under Section 255.065, Florida Statutes, and to negotiate and award an interim agreement and/or comprehensive agreement with the proposer whose proposal best serves the interests of Lake-Sumter State College. Nothing contained in this notice is intended to be an obligation or binding agreement by Lake-Sumter State College regarding the Project.
All proposals and related information received will be subject to the applicable provisions of Section 255.065. Florida Statutes, and the Florida Public Records Law.
