REQUEST FOR PROPOSALS
NOTICE IS HEREBY GIVEN that the City of Hesperia will receive consultant proposals on or before the hour of 3:00 p.m. on Wednesday, the 14th of January 2026 via the Public Purchase online bidding platform for the services of:
WATER, RECYCLED WATER, AND
WASTEWATER MASTER PLAN
The Request for Proposals (RFP) package is available for download online through the Public Purchase website which can be accessed through the City of Hesperia Website on the Engineering page, or via the Public Purchase website directly at www.publicpurchase.com. VOLUNTARY PRE-PROPOSAL MEETING-The City will hold a voluntary pre-proposal meeting December 18, 2025 @ 10:00 a.m. to provide an overview of the Project and respond to any questions regarding the Project via Teams Webinar meeting. Link to attend:

Proposals must be submitted in conformance with the RFP as provided by the office of the Public Works Department, Engineering Division and in Public Purchase, along with any additional forms identified in the RFP. Hard copies of the proposal document will not be accepted.
The City of Hesperia reserves the right to reject any and all proposals submitted, or any part thereof, and to waive any informality in any proposal received.
NOTICE IS HEREBY GIVEN that, pursuant to California Labor Code, Sections 1720 through 1861, the consultant and any sub-consultant is required to pay not less than the general prevailing rate of per diem wages as determined by the Director of the Department of Industrial Relations for applicable work. Prevailing rates of per diem wages are on file in the Engineering Division of the City of Hesperia and are available to any interested party upon request; or online at http://www.dir.ca.gov/OPRL/DPreWageDetermination.htm. The consultant and all subconsultants shall post a copy of the prevailing rate of per diem wages determination at each job site as prescribed by Labor Code regulations.
No consultant or subconsultant may be listed on a proposal for a public works project unless registered with the California Department of Industrial Relations (DIR) pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for proposal purposes only under Labor Code Section 1771.1(a)].
No consultant or subconsultant shall be awarded a contract unless registered with the DIR pursuant to Labor Code Section 1725.5.
Services under an awarded contract are subject to compliance monitoring and enforcement by the DIR.
