Sealed proposals will be received by BRIGHTON TOWNSHIP, Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:30 AM prevailing time on January 7, 2025 for:
SOCIAL HALL RECONSTRUCTION
Contract No. 25-1 – Site Work: The scope of work generally consists of 3,100 square yards of parking lot reconstruction including fine grading; 1,500 square feet of concrete walkways; retaining walls; concrete stairs; linestriping; signage; stormwater management; sanitary sewer line and manholes; and all necessary appurtenances for said construction.
Contract No. 25-2 – General Construction: The scope of work generally consists of construction of a new 3,483 square foot single story pre-engineered metal building including concrete foundations, windows, doors, metal roof, concrete floor slab, interior walls and finishes.
Contract No. 25-3 – Plumbing: The scope of work generally consists of plumbing construction for a new Social Hall including 4? fire/domestic water service; 2-1/2? gas line service; downspout collectors; and sanitary sewer lateral.
Contract No. 25-4 – Electrical: The scope of work generally consists of electrical construction for a new Social Hall including fire alarm system; standby generator; site lighting; wiring and underground conduits.
Contract No. 25-5 – HVAC: The scope of work generally consists of HVAC construction including all mechanical equipment for a new Social Hall including condensing units; mini-splits; unit heaters; air handler; exhaust/supply fans; ductwork and diffusers.
Contract No. 25-6 – Fire Protection: The scope of work generally consists of construction of a fire protection system for the a new Social Hall.
A Pre-Bid Meeting is scheduled December 19, 2025 at 10:00 A.M at the project site.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $150.00 from QuestCDN using project numbers: 9981218 (Site Work), 9981219 (General), 9981220 (Plumbing), 9981221 (Electrical), 9981222 (HVAC) and 9981223 (Fire Protection). Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Township for access information prior to the date and time identified herein.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Township shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Township may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Township has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
