The Regular Meeting of the Board of Education was called to order by President Moder at 5:00 p.m.
Members Present: Luke Frame, Joe Lavrenz, Karen Moehn, Tom Oliver, Joan Pennau, Katie Moder

Approval of Consent Agenda
Motion by Luke Frame, second by Joe Lavrenz, that the Board of Education approve the consent agenda as follows: November 10, 2025 Regular Meeting Minutes, November 10, 2025 Workshop Minutes, and Bi-Monthly Financial Report.
Motion Carried, ayes 6-0.

Chief of Finance and Operations Individually Considered Resolutions
5.01Motion by Luke Frame, seconded byJoe Lavrenz, that the Board of Education approve the District Emergency Preparedness Manual in accordance with 2017 Wisconsin Act 143 and state statutes contained within the legislation.
Motion Carried, ayes 6-0.

5.02 Motion by Luke Frame, second by Joe Lavrenz, that the Board of Education accept the written safety drill evaluations from each District school in accordance with 2017 Wisconsin Act 143 and state statutes contained within the legislation.

5.03 Motion by Luke Frame, second by Joe Lavrenz, that the Board of Education approve the proposed changes to the 2025-26 Administrator Handbook.

Chief of Finance and Operations Reports
Coordinator of the Community Education & Recreation Department, Bill Greymont, provided the semi-annual update to the Board.
Superintendent Reports
Mr. Steinbarth shared an update on the community survey. The number of returned surveys as of today:Parents - 486, Staff - 368, Community - 933, Total - 1787
Adjournment
Motion by Luke Frame, second by Joe Lavrenz, to adjourn to Executive Session to discuss pupil expulsions pursuant to WI Statute (1)(b) and (f):
(b) Considering dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such person, or considering the grant or denial of tenure for a university faculty member, and the taking of formal action on any such matter; provided that the faculty member or other public employee or person licensed is given actual notice of any evidentiary hearing which may be held prior to final action being taken and of any meeting at which final action may be taken.
(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.
Motion Carried, ayes 6-0. The Regular Meeting adjourned at 6:07 p.m.

The Executive Session of the Board of Education was called to order by President Moder at 6:15 p.m.

Discussion
Consider Pupil Expulsions - Wisconsin Statutes 19.85(1)(b) and (f)
Student #1 for 2025-26:
1. Motion by Luke Frame, second by Joe Lavrenz, that the Board has weighed the interests of the student, their fellow pupils, the facility and staff and has found that the student engaged in the conduct alleged in the expulsion hearing notice and the statutory criteria.
Motion Carried, ayes 5.
2. Motion by Luke Frame, second by Joe Lavrenz, that the Board determined the appropriate remedy is expulsion and that the interests of the school do demand the student's expulsion.
Motion Carried, ayes 5.
3. Motion by Luke Frame, second by Joe Lavrenz, that the Board approves and accepts the terms of the Administration's Recommendation to expel Student #1 for 2025-26, until age 21 under the terms and conditions as presented by the Administration.
Motion Carried, ayes 5.
Student #2 for 2025-26:
1. Motion by Luke Frame, second by Joe Lavrenz, that the Board has weighed the interests of the student, their fellow pupils, the facility and staff and has found that the student engaged in the conduct alleged in the expulsion hearing notice and the statutory criteria.
