NOTICE TO BIDDERS SEALED PROPOSALS will be accepted by the Blooming Grove Township Board of Supervisors until 3:00 p.m., on Monday, January 05, 2026 at the Blooming Grove Township Municipal Building, 488 Route 739, Blooming Grove, PA 18428-6018 for the following:   2026 Madden Road Paving Bid   2,576 Tons of Superpave 19mm Binder   1,546 Tons of Superpave 9.5 mm, Wearing Course, placed   180 LB/SY   750 Tons of 2A Crushed Aggregate Subbase, placed as Shoulder Back-up All materials must meet PennDOT Publication 408 Specifications and Standards. Bidders must be PennDOT prequalified and must supply proof of prequalification. Proposals must be on forms provided by the Township. Proposal forms, specifications and bid information can be obtained at the Blooming Grove Township Municipal Building at the above address or by 570-775-6461 Extension 10 between the hours of 7:00 a.m. to 3:30 p.m. Monday through Friday. All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Blooming Grove Township. The successful bidder will be required to provide a Performance and Payment Bond in the amount of 100% of the contract price within 20 days of the award of the contract. All bids will be opened publicly at the Blooming Grove Township Board of Supervisors regularly scheduled meeting on Monday, January 05, 2026 @ 6:00pm, or as soon thereafter as the agenda allows. All paving must be completed by October 15, 2026, Liquidated damages will apply for at the rate of $875 per day for each day beyond this date that the work remains incomplete. Pennsylvania Prevailing Wages Apply to this contract. The Blooming Grove Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and/or portions of the project depending on budgetary constraints and also to waive any technicalities deemed to be in the best interested of the Township.
