Woodward City Council Regular Session
Monday December 8, 2025 at 7:00 p.m.
Mayor Folkerts called the meeting to order at 7:00 pm. Roll Call; Present: Stone, Godwin, Bice, Gough. Absent: Patel.
Motion Godwin to approve the agenda as presented. 2nd Gough. MCU.
Motion Stone to approve minutes from previous meeting on November 10, 2025 and November 24, 2025 as presented. 2nd Bice. MCU.
Open Forum: No Participants
Department Reports: Library Director Myrna Griffith states they have hired a new Family Services Librarian. She also raises concern of parking in the rear of the building during snow ordinance as parking is being used by both employees and residents of the apartment buildings near the library. Councilmember Gough and Mayor Folkerts state they will address this concern. Councilmember Gough states that the Compliance Committee is keeping and eye on sidewalks for snow ordinance compliance.
Mayor Folkerts states that we have been in a snow ordinance twice over the last couple weeks. He reports that an officer went out and knocked on doors on Friday night before the storm to remind residents who were parked on the street to remove their vehicles per the ordinance. There were vehicles towed on Saturday. This prompted discussion on social media. Mayor Folkerts reminds residents that there are messages sent out as well as posts on social media and the website when a snow ordinance is in effect and "if it snows, get off the street".
Mayor Folkerts performs the oath of office for Tyler Randall, Kelly Kirts, and Jim Gough.
Motion Godwin to discuss Resolution 2025-28 Waiving the Right of Review of Land Division of 1430 325th Street, Woodward, Boone County, IA. 2nd Stone. MCU. Motion Stone to approve Resolution 2025-28. 2nd Gough. Roll Call: MCU.
Motion Stone to discuss Dallas County 911 Board Appointment. 2nd Godwin. Mayor Folkerts states that he is recommending Councilmember Bice to replace Councilmember Godwin on the Dallas County 911 Board. Motion Godwin to appoint Bice. 2nd Stone. Roll Call: MCU.
Motion Gough to discuss Solid Waste Contract. 2nd Stone. MCU. This 3 year contract renewal was sent to the city from Walter's Sanitary Service. Due to an increase in costs at the landfill and fuel, they are proposing an increase in trash service from $16.30 to $17.30 for the first trash cart, and $12.00 to $13.00 for a 2nd trash cart. Motion Godwin to approve the Walter's Sanitary Service contract at $17.30 per household per month and 2nd cart $13.00 through December 31, 2028. 2nd Bice. Roll Call: MCU.
Motion Gough to discuss Snow Removal Bids. 2nd Godwin. MCU. The city received 3 bids for snow removal compliance. Motion Gough to accept the snow removal bid for Greenough Construction at $50 per property and $10 of salting if needed. 2nd Bice. Roll Call: MCU.
Motion Bice to appoint Steve Godwin to Board of Adjustment and Appeals. 2nd Gough. Roll Call: Aye: Bice, Gough, Stone. Abstain: Godwin. Motion carries.
Motion Stone to pay the bills as presented. 2nd Bice. MCU.
Mayor Folkerts thanks Steve Godwin for his service on the council. Councilmember Godwin thanks the community for their support and states that it has been a pleasure serving.
