December 9, 2025 – 5:00 P.M.
MINUTES
Mayor Joe Bishop and the Council of the City of Pineville, Louisiana, met in regular session on Tuesday, December 9, 2025, beginning at 5:00 p.m. in the Council Chambers of the City Hall, 910 Main Street, Pineville, Louisiana
1. Mayor Bishop called the meeting to order.
2. Councilman Dorn gave the invocation.
3. Councilman Bouchie led the Pledge of Allegiance.
4. Roll Call Present: District 1 Councilman Randy O’Neal
District 2 Councilman Kevin Dorn
District 3 Councilwoman Christy Frederic
District 4 Councilman Tom Bouchie
District 5 Councilman Nathan Martin
Absent: None
5. A motion was made by Councilman Dorn and seconded by Councilman Martin to accept the minutes of the November 10, 2025, regular meeting as published. There were no comments heard. On vote, the motion carried unanimously.
6. The November financial report was given by Finance Director, Mr. David Humphries. Mr. Humphries reported the Pooled Cash ending balance for the month is $170,056. Sales tax was down for a third month in a row; this month by .61% year-over-year. Occupational License Collection was also down by 3.18%. No further comments were heard.
7. Mayor Bishop recognized District 4 City Councilman Tom Bouchie on the occasion of his retirement after over 23-years of service. He presented Councilman Bouchie with a plaque and extended best wishes and happy retirement to him and his family. Councilman Bouchie expressed his sincere appreciation to the citizens of Pineville, fellow Councilmembers, City employees and his family and friends in attendance.
8. Mayor Bishop welcomed Pineville's newest Police Officers Elliott Fruge and Toby Gorham and recognized them for their recent graduation from the Alexandria Regional Police Academy. Police Chief Roy Fore presented them with their badges for family members to pin on.
9. A motion was made by Councilwoman Frederic and seconded by Councilman Bouchie to introduce and accept for publication an ordinance to amend and modify the Code of Ordinances by repealing and removing Chapter 8, Article III, Historic Buildings. There were no comments heard. On vote, the motion carried unanimously. Roll call was as follows:
Yea: Councilpersons O’Neal, Dorn, Frederic, Bouchie, Martin
Nay: None
Abstain: None
Absent: None
10. A motion was made by Councilwoman Frederic and seconded by Councilman Dorn to approve a resolution to accept the contract of MJL Construction, LLC, for the project entitled LILLY SCOTT DRAINAGE IMPROVEMENTS as substantially complete. Mayor Bishop thanked State Representative Mike Johnson for helping to secure funding for this project. No further comments were heard. On vote, the motion carried unanimously.
11. A motion was made by Councilman Bouchie and seconded by Councilman O'Neal to approve a resolution authorizing and approving execution of an equipment lease-purchase agreement for a Freightliner M2-106 Garbage Truck with Cadence Equipment Finance, a division of Cadence Bank. There were no comments heard. On vote, the motion carried unanimously.
12. A motion was made by Councilman Martin and seconded by Councilman O'Neal to approve a resolution authorizing the Mayor to negotiate and enter into an agreement with Rapides Parish Police Jury and the Governor's Office of Homeland Security and Emergency Preparedness concerning the property located at 136 Woodridge Circle. There were no comments heard. On vote, the motion carried unanimously.
13. A motion was made by Councilman Bouchie and seconded by Councilman O'Neal to approve a resolution declaring the following items in the City of Pineville Public Works and Police Departments as surplus for the purpose of selling, donating, auctioning, or disposing of as necessary.

There were no comments heard. On vote, the motion carried unanimously.
At this time Mayor Bishop opened the floor for any other business:
• Mayor Bishop wished everyone a Merry Christmas and Happy New Year. He reminded attendees about the Christmas Parade on Dec 12th @ 7pm and the Special Council Meeting on Dec 16th @ 5pm to hold condemnation hearings.
With no further business to come before the Council, a motion to adjourn was made by Councilman Bouchie and seconded by Councilman Martin at 5:19 p.m. Councilman Martin prayed the benediction.
