NOTICE TO BIDDERS   New Jersey Community Development Corporation (NJCDC), shall receive sealed bids for the Youth Learning and Wellness Center until 10:00 A.M. prevailing time, on Thursday, January 29, 2026. Bids shall be opened and read aloud at 11:00 A.M. prevailing time, Thursday, January 29, 2026, at 32 Spruce Street, 3rd Floor, Paterson, NJ.   Work shown on the project plans and described in the project specifications is divided into a Base Bid with alternates. Work to be performed as a part of Base Bid shall consist of the gut rehab of a 30,000+ square foot building with all related carpentry, masonry, mechanical, electrical, plumbing, utility, lighting and site improvements, and other work necessary to complete all Base Bid improvements shown and on the project plans. Work to be performed as a part of Alternate Bid shall consist of construction of various building features, all related carpentry, masonry, mechanical, electrical, plumbing, utility, lighting and site improvements and other work necessary to complete all Alternate Bid improvements shown and on the project plans.   Drawings and Bid Documents may be obtained from Ace Reprographics, 74 East 30th Street, Paterson, NJ 07514, (tel. 973-684-5945) 8 AM to 5 PM. A non-refundable fee of $200 in the form of cash, check, or money order is required for this bid. Checks and money orders should be made out to the New Jersey Community Development Corporation and delivered to Ace Reprographics. Payments are non-refundable. Alternatively, any bidder may request the documents electronically by emailing info@njcdc.org.   There will be a pre-bid conference held on Wednesday, January 7, 2026, at 11:00 A.M. at the project site located at 59 Spruce Street, Paterson, NJ. Although this pre-bid conference is not mandatory, it is highly recommended for any potential bidders to attend.   Bids must be submitted on the standard Proposal Form provided by NJCDC in the manner designated therein, and must be enclosed in a sealed envelope bearing the title of the bid, name and address of the bidder on the outside; addressed to NJCDC Director of Real Estate, and delivered to 32 Spruce Street, Paterson, NJ prior to the date and time of the bid opening. NJCDC is not responsible for any hand delivered or third party delivered bids which do not arrive at the proper time or location. Any such bid will be returned unopened to the vendor.   All documents contained in this package must be returned to NJCDC in their original form. No substitutions, alterations, or modifications of any of the bid documents are permitted.   A bid guarantee in the amount of 10% of the bid, but not in excess of $20,000.00, will be required, and may be given at the option of the bidder, by certified check, cashier's check or bid bond as per N.J.S.A. 40A:11-21 et seq.   Funding for this project is provided in part through the New Jersey Economic Development Authority’s Urban Investment Fund (UIF), which is supported by federal funds from the American Rescue Plan Act / State and Local Fiscal Recovery Funds (ARP/SLFRF) and awarded to NJCDC through the City of Paterson Department of Economic Development. Because federal funds are being used, contractors must comply with the Federal Rider incorporating the Uniform Guidance requirements (2 C.F.R. Part 200), which is attached to and made part of this document. These federal requirements include, among other things, domestic preference, SAM.gov debarment verification, and required federal contract clauses. Therefore, all Federal Prevailing Wage Regulations as well as Federal Labor Standards will apply. Where both the New Jersey Prevailing Wage Act and federal Davis-Bacon Act govern prevailing wages, the contractor must comply with the higher rate/requirement of the two.   Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority, and Women's Business Enterprises are encouraged to submit bids.   Contractors must keep all project-related records for at least five (5) years after project closeout, or longer if required by audit, claim, or litigation. Records may be kept electronically or on paper, but must be accurate, backed up, and accessible. Contractors must also ensure that all subcontractors at every tier comply with the same requirements. At the direction of the Owner, NJEDA, or the federal government, the retention period may be extended.   New Jersey Community Development Corporation reserves the right to consider bids for sixty (60) days after receipt.
