PUBLIC NOTICE
Community Involvement Plan (CIP) Revision Finalized for the
Air Force Civil Engineering Center (AFCEC), Joint Base Cape Cod (JBCC)
The AFCEC Installation Restoration Program (IRP) is responsible for addressing soil and groundwater contamination caused by past military practices at JBBC and the base is listed on the U.S. Environmental Protection Agency's (USEPA) National Priorities List, also known as Superfund.
In October 2024, AFCEC issued a Revised Final CIP that describes public participation opportunities and available resources of information related to the IRP at JBCC. On January 20, 2025, Presidential Executive Order 14151 was issued and entitled "Ending Radical and Wasteful Government DEI Programs and Preferencing." The CIP was revised to comply with that order.
The Air Force's commitment to community engagement is guided by federal statutes and regulations, including the Comprehensive Environmental Response, Compensation, and Liability Act. Details on community engagement in the revised CIP are found in the Community Consultation section, USEPA Superfund Community Involvement Requirements, and Public Participation Requirements Table. All public involvement opportunities in the 2024 version were retained in the December 2025 CIP revision.
A 30-day public comment period was held on the Draft Revised CIP. A responsiveness summary to address submitted comments was prepared and attached to the Final CIP.
The December 2025 CIP revision was sent to the main public libraries of Bourne, Mashpee, Falmouth, and Sandwich. Notice of its availability was sent to several email stakeholder lists including residents, news media, elected officials and various organizations on and off JBCC. The Final CIP revision was posted online and is available at the following locations:
