NOTICE OF PUBLIC HEARING AND OPPORTUNITY TO BE HEARD REGARDING CONDEMNATION AREA IN NEED OF REDEVELOPMENT INVESTIGATION AND NON-CONDEMNATION AREA IN NEED OF REDEVELOPMENT INVESTIGATION
PLEASE TAKE NOTICE that on January 7, 2026, at 6:00 pm, the Borough of Roselle (the “Borough”) Planning Board (the “Planning Board”) will conduct a public hearing in the 1st Floor Court Room at Roselle Borough Hall, 210 Chestnut Street, Roselle, New Jersey 07203 to consider whether to recommend to the Borough Council that the property identified as Block 1302, Lots 8, 10, 14, 15 and 16 on the Borough’s Tax Maps (the “Condemnation Study Area”) should be designated as a Condemnation Area in Need of Redevelopment in accordance with the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the “Redevelopment Law”). The Borough Council will also consider at said public hearing whether to recommend to the Borough Council that the property identified as Block 1302, Lots 9, 11, 12 and 13 should be designated as a Non-Condemnation Area in Need of Redevelopment (the “Non-Condemnation Study Area”) in accordance with the Redevelopment Law.
The Condemnation Study Area and Non-Condemnation Study Area are generally bounded to the South by East St. Georges Avenue, to the West by Harrison Avenue, and to the East by Drake Avenue.
PLEASE TAKE FURTHER NOTICE that you are privileged to be present at said public hearing to present any objections or support you may have and any other general comments relative to the Planning Board’s investigation as to whether the Condemnation Study Area and the Non-Condemnation Study Area should be designated as areas in need of redevelopment. The resolution of the Borough Council authorizing and directing the Planning Board to undertake this investigation, the area in need of redevelopment investigation report prepared by Consulting Municipal Engineers Associates, and a map depicting the boundaries of the Condemnation Study Area and the Non-Condemnation Study Area, along with a statement setting forth the basis for the investigation are on file with the Borough Clerk and the Planning Board at Borough Hall, 210 Chestnut Street, Roselle, New Jersey 07203, and all are available for inspection during normal business hours. Please contact the Borough Clerk’s office to schedule an appointment, if and as necessary.
PLEASE TAKE FURTHER NOTICE that once the Planning Board has made its recommendation, the Borough Council will consider whether to designate the Condemnation Study Area and the Non-Condemnation Study Area as an area in need of redevelopment by resolution pursuant to the Redevelopment Law. Such a determination, in relation to the Condemnation Study Area, shall operate as a finding of public purpose, which authorizes the municipality to exercise all powers under the Redevelopment Law, including the power of eminent domain. Regarding the Non-Condemnation Study Area, the determination shall operate as a finding of public purpose, which authorizes the municipality to exercise all powers under the Redevelopment Law, except for the power of eminent domain.
