White Plains is a designated U.S. Department of Housing and Urban Development (HUD) entitlement community and is required to develop an Action Plan annually. The Annual Action Plan describes the City’s proposed use of an estimated $850,000 in new federal funds for FY26-27 through the Community Development Block Grant (CDBG) program. Actual funding depends upon official notification from HUD. The primary objective of the CDBG program is the development of viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income. The Annual Action Plan identifies: 1. Federal funds expected to be used, indicating the activities on which they will be spent and how the proposed use of the funds addresses the priority needs and specific objectives in the Consolidated Plan; 2. The criteria and procedures to be utilized in the allocation of resources to not-for-profit organizations and City programs and projects; and 3. Goals for the number and types of households and the geographic areas of the City to be assisted with the federal funds. The City of White Plains Community Development Citizens Advisory Committee will hold a public hearing on Thursday, January 29, 2026 at 6:30 pm in the Common Council Chambers of White Plains City Hall, 255 Main Street, White Plains 10601. Interested parties will have the opportunity to comment on the public service funding proposals being presented. Written comments will also be accepted; comments can be emailed to communitydevelopment@whiteplainsny.gov or mailed to the City of White Plans Planning Department at 70 Church Street, White Plains, NY 10601.
