Water Treatment Plant Filter Rehabilitation
INVITATION TO BID
Sealed Bids for construction of the Water Treatment Plant Filter Rehabilitation will be received by the Sheboygan Water Utility at the office located at 72 Park Avenue, Sheboygan, Wisconsin 53081 until 10:00 AM, February 04, 2026 and at that time and place bids will be publicly opened and read aloud. Bids should be delivered to the attention of the Superintendent, Joe R. Trueblood, P.E.
This project includes rehabilitation of three (3) filters including removal of underdrains, media, and surface sweeps and replacement with stainless steel underdrains, new media and surface sweeps. This project also includes the rehabilitation of a section of the roof over the three filters.
A mandatory (for Prime Contractors) pre-bid conference will be held on January 09, 2026 at 10:00 AM CDT at 72 Park Avenue, Sheboygan, Wisconsin 53081 to discuss the requirements of the Contract Documents. The project site will be made available for site visits on two dates and times to be provided at the pre-bid conference.

Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects.
Any contract or contracts awarded under this Invitation to Bid are expected to be funded in part by a loan from the Wisconsin Safe Drinking Water Fund. Neither the Wisconsin DNR nor any of its departments, agencies or employees is or will be a party to this Invitation to Bid or any resulting contract.
The procurement will be subject to the following regulations/requirements:
* "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014.
* The President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this executive order are explained in 41 Part CFR 60-4.
* The increased use of disadvantaged business enterprises in accordance with 40 CFR Part 33, as amended. Any contract or contracts awarded under this Invitation to Bid must demonstrate positive efforts to utilize minority and women's business enterprises (MBEs/WBEs) and other Disadvantaged Business Enterprises (DBEs). The Sheboygan Water Utility encourages MBEs and WBEs to submit bid proposals. This procurement will be subject to regulations contained in NR 166.12 (3). This policy requires all bidders to undertake specified affirmative efforts at least 30 days prior to Bid opening.
* The Build America, Buy America (BABA) Act requires projects designated as federal equivalency, lead service projects, and emerging contaminants projects to use iron, steel, manufactured products, and construction materials that are produced in the United States.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid.
Bidders may not withdraw their Bids for a period of 120 days after the actual date of the opening of the Bids.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.
The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
