NOTICE TO CONTRACTORS
Sealed bids for the Summit Road & Morse Road Waterline & Sanitary Sewer Extension project will be received by the Licking Regional Water District (LRWD) at 8675 York Road SW, Pataskala, Ohio 43062 until Thursday, February 5, 2026 at 10:00 AM local time, and then and there publicly opened and read.
The project generally includes installation of approximately 11,400 feet of 8” and 16” PVC waterline and 10,300 feet of 12” PVC sanitary sewer along Summit Road and Morse Road in Licking County, Ohio. The project includes waterline and sanitary sewer piping installation via horizontal directional drilling and jack and bore methods

Complete sets of bidding documents may only be purchased through Verdantas LLC. Bidders may obtain electronic bidding documents upon payment of $25.00 (non-refundable) in the form of cash or check payable to Verdantas LLC. Bid documents may also be obtained as hardcopy upon receipt of $150.00 plus $20.00 shipping fees at the above office.
Bidders are required to provide Bid security in the form of a Bid Bond in the amount of 100 percent of the Bid Price or certified check, cashier’s check or letter of credit equal to ten percent of the bid amount to guarantee the Bidder’s entrance into a contract, if awarded the project.
Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Submit your offer on the Bid Form provided within these Bid Documents.
The Project is being funded with monies made available by the Clean Water And Drinking Water State Revolving Funds and the Ohio Public Works Commission and such law contains provisions commonly known as “Use of American Iron and Steel;” that requires all of the iron and steel products used in the project be produced in the United States. Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, national origin, handicap, ancestry, or age. All contractors and subcontractors involved with the project shall to the extent practicable use Ohio products, materials, services and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Bidders must comply with the prevailing wage rates on Public Improvements in Licking County as determined by the Davis-Bacon Federal Wage Determinations.
The Engineer’s estimate is as follows: $8,487,600.00
Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. In the event that the Owner is unable to obtain an Agreement with the Bidder initially selected, the Owner may award the contract to the next bid, most favorable to the Owner.
The right is reserved by the Owner to reject any or all bids, and to waive any informality in bids received and to accept any bid which is deemed to be the lowest and best bid.
