Scope of Work
The City of Phoenix is seeking a qualified contractor to provide construction services for the project listed below.
This is a Federal-aid project: however, the prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provision of the Davis-Bacon Act, are not applicable.
This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program.
No goal has been established for this project.
The City of Phoenix, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§ 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The City of Phoenix intends to install approximately four (4) miles of fiber and conduit infrastructure along McDowell Road from 83rd Avenue to 91st Avenue and along 91st Avenue from McDowell Road to Lower Buckeyes Road. The project will connect to the existing City of Phoenix and City of Tolleson infrastructure with a direct fiber connection to coordinate during non-recurring congestion and provide an agency-to-agency communication path for the City of Tolleson to connect to the Regional Community Network. The project will implement reliable communication path to connect Maricopa County fiber infrastructure and traffic signals and connect to the City of Phoenix and City of Tolleson’s traffic signals to extend all three agencies real-time traffic management capabilities. The project will also provide a dependable connection to Arizona Department of Transportation (ADOT) fiber.
The project begins by connecting existing City fiber north of 91st Avenue and Lower Buckeye Road intersection. The project will provide infrastructure for the City of Phoenix to connect to the traffic signal at 91st Avenue and Lower Buckeye Road and new conduit and fiber will be installed north along 91st Avenue. At the Buckeye Road intersection fiber will be installed in existing City of Tolleson conduit and connected to existing infrastructure. New conduit will also be installed that will continue north along 91st Avenue and cross under the Union Pacific Railroad (UPRR). Fiber will connect to existing equipment at the signalized intersections along 91st Avenue up to McDowell. The project will then continue east along McDowell Road from 91st Avenue to 83rd Avenue.
Pre-Bid Meeting
A pre-bid meeting will be held at 2:00 pm on Friday, January 23, 2026, at 1034 E. Madison Street, Street Transportation Department Design and Construction Management Building, Gecko Conference Room and via Teams. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. As City staff will not be available to respond to individual inquiries regarding the project scope outside of this pre-bid meeting, it is strongly recommended that interested firms send a representative to the pre-bid meeting.

General Information
The City reserves the right to award the contract to the lowest responsible responsive bidder, or all bids will be rejected, as soon as practicable after the date of opening bids.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
