Proposals/Bids for City Depository Services are being hereby solicited by the City of Canton MS. Specifications and the Municipality Bid Proposal form may be obtained from the City Clerk’s Office, 226 E. Peace Street, Canton MS 39046 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.
Delivery of Bid Proposals — One (1) original, three (3) copies shall be submitted in a sealed envelope, clearly identified as "RFP for City of Canton Depository Services" and delivered to the address listed belowno later than 4:00 pm on February 6, 2026, after which time they will be delivered to the governing authorities. Any proposal received after the time and date stated will be returned unopened.
Questions – All questions regarding this Request for Proposals should be directed to Dr. Chuconna Anderson by e-mail: canderson@cantonms.gov, not less than seven (7) business days prior to the proposal due date. All questions must be submitted in writing; telephonic inquiries shall not be considered.
The City's governing authorities and City Officials will evaluate the proposals and assess the most qualified proposal. The governing authority retains the ultimate authority in making these determinations. The governing authorities may develop a short list from which interviews will be scheduled and evaluations, if done, may be based in part on review of the data submitted in response to this request for proposal.Upon final selection and determination made by the City's governing authority, a written contract may be awarded to the individual/firm whose bid/proposal is determined by the governing authority to be the most qualified and/or the lowest and best, and in conformity with Miss. Code Ann.§§§§§§ 7-105-5; 27-105-305; 27-105-309; 27-105-309; 27-105-307; 27-105-311; and subsequent relevant statutes.
The governing authority determines that pursuant to Miss. Code Ann. 27-105-305, that at such other interval of time as determined by the Board of Supervisors [Municipality] annually in their discretion or up to every four (4) years shall give notice to all financial institutions in its county whose accounts are insured by the Federal Deposit Insurance Corporation (or any successor thereto), by publication, that bids will be received from financial institutions, at the following January meeting, or some subsequent meeting for the privilege of keeping county [municipal] funds. . ..
The City will consider terms and conditions and factors relating to price, financial responsibility, technology, legal responsibilities as well as a bidder's or proposer’s “responsibility” concerning matters that relate to the efficient performance of the contract, including the bidder's or proposer’s integrity, skill and business judgment, experience and capability of performing the contract, conduct under previous contracts, and the quality of previous work, and a bidder’s or proposer’s customer satisfaction in prior or other contracts or projects, stability and solvency, and management experience in similar contracts, and any oral interviews with the review committee. The governing authority may consider any of the factors referenced herein in awarding the contract.
The City of Canton also acknowledges that Miss. Code Ann. 27-105-313 provides that it shall be unlawful for any officer in any financial institution, or any other person, to make an agreement of any kind with the intent and purpose of keeping any financial institution from bidding for county deposits, whether such agreement be express or implied, and acknowledges the punishment of any person violating this provision.
Proposals may be held by the City of Canton, Mississippi, for a period not to exceed One Hundred (120) days from the date of proposal deadline.
The City of Canton reserves the right to reject any and all proposals, in whole or in part, and to discontinue contract execution with any party at any time prior to final contract execution.
