LEGAL NOTICE OF PLANNED IMPROVEMENT
The City of South Bend is developing plans for the proposed Bendix Drive reconstruction project in St. Joseph County (DES. # 2100022).
The purpose of this project is to improve the condition of the pavement and to improve the connectivity and safety of bicycle and pedestrian facilities.
The project proposes to reconstruct Bendix Drive as a three-lane corridor – two travel lanes with a center turn lane – to match the Phase One alignment to the north. The anticipated length of roadway reconstruction is approximately 4,100 feet, from 80 feet north of Lathrop Street to Voorde Drive. Bendix Drive will be reconstructed as a 38-foot-wide concrete roadway with curb and an 8-foot-wide to 10-foot-wide concrete multi-use path along the east side of the corridor that will connect to the existing sidewalk at the north terminus. The multi-use path will provide continuous accessibility with existing and future pedestrian facilities, and ADA-compliant curb ramps will be built at all intersections within project limits. The proposed storm sewer will separate stormwater flow from the existing combined sewer.
The proposed construction of this project will require 0.3 acres of new permanent right-of-way and 1.3 acres of temporary right-of-way. No relocations or displacements are necessary.
The maintenance of traffic (MOT) plan proposes to detour vehicular traffic during construction. Access to all properties will be maintained throughout construction. School corporations and emergency services will be notified of closures prior to construction. The proposed start of construction is in the spring of 2027.
The cost associated with this project is approximately $6,777,110.00 which includes preliminary engineering, right-of-way, and construction with both federal and local funds anticipated to be used. The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document. Preliminary design plans along with the CE/EA/EIS are available for review at the following locations:
