REQUEST FOR COMPETITIVE SEALED PROPOSALS
Bids will be received by Runnels County for the Courthouse HVAC Replacement project until 3:00 PM on February 10, 2026, at the Runnels County Courthouse, Commissioner’s Court, 3rd Floor, 613 Hutchings Avenue, Ballinger, TX 76821, and then publicly opened and read aloud for the following project.
Runnels County was awarded grant number CM-24102 through the State of Texas State Energy Conservation Office (SECO) Energy Efficiency and Conservation Block Grant Program (EECBG) RFA No. EECBG-IIJA1-2024. The scope of this project is a one-for-one replacement of twenty (20) existing aging HVAC units at the three-story courthouse with new units that will meet the requirements of the 2018 International Energy Conservation Code, as well as other grant requirements required for funding.
Runnels County has set a construction budget of $225,000 for the above-mentioned work.
All proposals shall include a bid security in the form of a bid bond, cashier’s check, or certified check payable without recourse to the Owner in the amount of five (5%) of the largest total proposal amount. This is a guarantee that the offeror will enter into a Contract and execute Contract Surety.
All proposals shall also include a Performance Bond and a Payment Bond, both in the amount of the Contract Sum. The cost of such bonds shall be included in the proposal.
There will be a mandatory Pre-Proposal Conference at 3:00 PM, January 26, 2026, at the Runnels County Courthouse, Commissioner’s Court, 3rd Floor, 613 Hutchings Avenue, Ballinger, TX 76821. This conference is mandatory for general contractors and major subcontractors.
The deadline to submit questions to the Architect is 12:00 PM, January 30, 2026.
The Owner shall select the offeror that submits the proposal that offers the best value for the Owner based on the published selection criteria and on its ranking evaluation. Proposals may be held by the Owner for a period not to exceed sixty days from the date of proposal opening for evaluations and ranking prior to the contract award. The owner reserves the right to accept or reject any or all qualified Proposals or waive any formalities in the process or to accept the proposal that provides the Owner the best value as per the laws of the State of Texas.
Electronic Bid Documents will be available through the Architect’s website at: www.jacobmartin.com. A credit card number is required to be provided during online registration, but the card will not be charged.
