For the Bluewater SPM Project Deepwater Port License Application Supplemental Draft
Environmental Impact Statement
The Maritime Administration (MARAD), in coordination with the U.S. Coast Guard (USCG), announces the availability of the Supplemental Draft Environmental Impact Statement (SDEIS) for the deepwater port (DWP) license application submitted by Bluewater Texas Terminal LLC (BWTT). The application proposes the construction, operation, and decommissioning of an offshore crude oil deepwater port export facility within the Outer Continental Shelf (OCS), Mustang Island Area (Gulf of America), approximately 15 nautical miles from San Jose Island, Aransas County, Texas, in water depths of approximately 89 feet. The DWP would consist of two (2) single point mooring (SPM) buoys to which two Very Large Crude Carrier (VLCC) vessels would be moored and connected by two new 30-inch offshore pipelines (26.76 miles in length) to a facility located on Harbor Island in Aransas County. The project would also include an additional 7.29 miles of inshore and 22.13 miles of onshore dual 30-inch pipelines located in Aransas, Nueces, and San Patricio Counties from a terminal south of Taft, Texas. The proposed Project would also make use of an offshore supply vessel (OSV) equipped with vapor recovery and control equipment.
Publication of this notice also announces a 45-day comment period, requests public participation in the environmental impact review process, provides information on how to participate in the environmental impact review process, and announces the information open house and public meeting for the SDEIS. A Public Notice of Availability of the SDEIS was also posted in the Federal Register on January 23, 2026. The project has been assigned a Federal Docket Management System ID of MARAD-2019-0094 and public comments may be submitted to that docket through the www.regulations.gov website.
The open house and public meeting are open to the public and all interested parties are encouraged to attend. Oral comments will be accepted at the public meeting and comments may be made throughout the public comment period.
• The open house and public meeting will be held on February 3, 2026. Open House: 5:00 PM to 6:00 PM Central Standard Time (CST); Public Meeting: 6:00 PM to 8:00 PM CST. We encourage you to submit comments regarding this project anytime during the public comment period to the Department of Transportation, Docket Management Facility. If you do so, please include your name and address, and docket number (MARAD-2019-0094). To make sure your comments are not entered more than once in the docket, please submit them using only one of the following means by the close of public comment period on March 9, 2026:
