Scope of Work
The City of Phoenix (COP) is seeking a qualified consultant to provide Engineering services on large diameter sanitary sewer pipelines and manholes focusing on National Association of Sewer Service Companies Grade 3 infrastructure as per the finalized 2020 Condition Assessment. Services will include assessment, design, and possible construction administration and inspection for vitrified clay sewer pipelines, amongst other materials and associated manholes. Rehabilitation projects are at multiple locations within the COP right-of-way or easements.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 11:00 am on Wednesday, February 11, 2026, at 200 W. Washington Street, Phoenix, AZ 85003 (City Hall), 9th Floor - 9 Training Room WSD and via Microsoft Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in eProcurement https://procurement.opengov.com/
portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
