PUBLIC NOTICE IS HEREBY GIVEN that Yehuda Abraham, Purchasing Agent of the Township of Lakewood, County of Ocean and State of New Jersey will, on Tuesday, February 24th, 2026, at 11:00 AM in the Township of Lakewood Municipal Building, Second Floor, Room C, 231 Third Street, Lakewood, New Jersey, 08701, receive and open bids for the Overhead Door Alterations for Lakewood Township DPW Building #2 – Phase 2 project. The bid shall be submitted in a sealed envelope: (1) addressed to Yehuda Abraham, Purchasing Department, 231 Third Street, Lakewood, New Jersey 08701, (2) bearing the name and address of the bidder written on the face of the envelope, and (3) clearly marked “BID” with the contract title and/or bid # being bid.
The scope of the project is to raise seven (7) existing 12’-0” high door openings 2’-0” to provide door opening clear heights of 14’-0”.
Non-Mandatory Pre-Bid Meeting: All interested parties and contractors interested in bidding on this contract are encouraged to inspect the location in question prior to bidding. However, site visits are NOT mandatory in order to submit bids. A tour of the work site will be leaving from in front of the Department of Public Works main building promptly at 10:30 AM on Tuesday, February 17th, 2026 at 1 America Avenue, Lakewood, NJ 08701.
All work on this contract shall be completed within 45 calendar days. The Township intends to award a contract on March 12th, 2026, and commence work as soon as possible after the contract award.
Bids must be on the bid form in the manner designated therein and required by the specifications. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.
Contract documents and drawings for the proposed work (the “Contract Documents”, which have been prepared by William Doll, PE, of the firm Colliers Engineering & Design Inc., are available electronically or via delivery by common carrier by making a request to rachel.benedetti@collierseng.com.
Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. In the e-mail message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $150.00 payable to Colliers Engineering & Design Inc. is received. Send payment to 101 Crawfords Corner Road, Suite 3400, Holmdel, NJ 07733 732-383-1950. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS.
Technical and bidding questions must be submitted to William Doll, P.E., via email (William.Doll@collierseng.com) no later than 4:00 PM on Tuesday February 17th, 2026.
The Township of Lakewood reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Lakewood.
Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Lakewood in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.
The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Lakewood in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Lakewood in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq., N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.)
The contractor is further notified he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.
The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration for any named subcontractors in accordance with the act.
Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
