NOTICE TO BIDDERS
Sealed Bids for the Preble County 2026 Pavement Marking Project may be delivered up to 11:00 A.M. (Ohio Time), February 25, 2026 to the Office of the Preble County Commissioners, Courthouse-1st Floor, Eaton, Ohio 45320. The outside of the envelope shall be marked:
“PREBLE COUNTY 2026 PAVEMENT MARKING BID”
BIDS will be opened in the office of the Preble County Commissioners’ Office in the Preble County Courthouse at 11:00 A.M. (Ohio Time), February 25, 2026.
If the bid is sent by mail or delivery service, ensure that the outside of the envelope is marked clearly that a sealed bid is enclosed. Also, include in the sealed envelope one original and one copy of the bid.

The Preble County Commissioners reserve the right to accept or reject any or all bids; to waive any irregularities in bidding; and to enter into a contract(s) with the bidder or bidders who in their consideration offered the lowest and best bid.
SPECIFICATIONS for the Pavement Marking project are available at the Preble County Engineer’s Office, 1000 Preble Drive, Eaton, Ohio 45320.
START DATE OF THIS PROJECT IS JULY 1, 2026.
COMPLETION DATE OF THIS PROJECT IS OCTOBER 30, 2026.
BIDDERS MUST BE PRE-QUALIFIED WITH ODOT TO PERFORM NECESSARY WORK.
PROJECT MUST USE PREVAILING STATE WAGE RATES THAT ARE INCLUDED WITH BID PACKET.
Each bid must be accompanied by cashier’s check or certified check issued by a responsible bank or trust company and payable to the order of the Preble County Commissioners or by a bid bond acknowledged by the bidder, as principal, and by a surety company qualified to do business in the State of Ohio and satisfactory to the owner, as surety. The cashier’s check or certified check shall be in the sum of ten (10%) percent of the bid. The bid bond shall be in the sum of 100% of the bid, which includes the total of the base bid and any alternates, as per ORC requirements. Once the bid is awarded, the successful bidder agrees to furnish a performance bond for the total amount of the Pavement Marking project.
Retainage of 8% will be withheld for the first 50% of the labor completed for the project. Retainage will be released upon approval and completion of project. Any retainage withheld shall be done so pursuant to agreement. If bid is accepted, Contractor will be required to add Preble County Commission and each political subdivision for which the work will be completed to its insurance policy as an additional insured.
AGREEMENT INCLUDED IN BID PACKET IS FOR INFORMATIONAL PURPOSES ONLY. IF BID IS ACCEPTED, CONTRACTOR WILL BE EXPECTED TO SIGN ENCLOSED AGREEMENT.
The Preble County Commissioners’ Office hours are from 8:00 A.M. to 4:00 P.M. (Ohio Time) and the Preble County Engineers’ Office hours are from 7:30 A.M. to 4:00 P.M. (Ohio Time), Monday through Friday.
