Sealed bids will be received by the Springfield Township Board of Education in the Business Office of the Springfield Township Elementary School located at 2146 Jacksonville Jobstown Road, Jobstown, New Jersey, 08041 until 11:00 A.M. local time on Thursday, March 12, 2026, and will be publicly opened and read immediately thereafter, at said place for Springfield Township Elementary School Walking Trail Site Improvements, ERI Project No. 31368 01D.   It is expressly understood that the Bidder is responsible for getting the bid to the Board Secretary by the time and date set for the bid opening. Bids shall be addressed to the Owner whose name appears in Paragraph 1.2.1 of the Information to Bidders; they shall be mailed or delivered to the address stated herein, enclosed in an opaque sealed envelope, clearly marked with the name of the Bidder and the name of the Project and the Project # as described in this Advertisement for Bids; and must be received by not later than the time designated in this Advertisement for Bids. No responsibility will attach to Engineer or Owner for premature opening of a bid which is not properly identified. Any bid received after 11:00 AM will be returned unopened.   The Bidders shall submit, in accordance with N.J.S.A. 18A:18A-18(b)(2), a Single Bid for all the work and materials. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) with at least the DPMC classification associated with the work they intend to directly perform or, if Bidder will not directly perform any work, with DPMC classification C008 – General Construction or C009 General Construction/Alterations & Additions or C054 Site Work or C059 Road Construction and Paving. Bidders’ Prime Subcontractors, defined as those listed in N.J.S.A. 18A:18A-18, must be pre-qualified by DPMC with the DPMC classification associated with the work they intend to directly perform or subcontract. The Bidder and named Prime Subcontractors must be pre-qualified prior to the date that bids are received.   Drawings, specifications, and contract documents for the proposed Project, prepared by Environmental Resolutions, Inc., Consulting Engineers, have been filed in the Office of the Township Engineer at 815 East Gate Drive – Suite 103, Mount Laurel, New Jersey 08054, (856) 235-7170 and may be inspected by prospective bidders during normal business hours.   Bidders may obtain copies of the drawings, specifications and contract documents from the Office of the Township Engineer upon payment of Seventy-Five Dollars and Zero Cents ($75.00). Checks should be made payable to Environmental Resolutions Inc. The payment for such documents is non-refundable. If the bidder requires the documents to be mailed to them, there is an additional Twenty Dollars and Zero Cents ($20.00) fee for postage.   Bids must be made on the standard Bid Form contained within the drawings, specifications, and contract documents, in the manner designated therein and required by the specifications. Further, bids must be enclosed in a sealed envelope bearing the name and address of the bidder and the Project title on the outside, and addressed to: Brielle Neroda, Board Secretary, Springfield Township Elementary School, 2146 Jacksonville Jobstown Road, Jobstown, New Jersey, 08041.   Bids must be accompanied by a certified check, bank cashier's check, treasurer's check or Bid Bond in the form provided in the Contract Documents, with corporate surety satisfactory to the Owner, in an amount of 10% of the Base Bid, but in no case in excess of $20,000.00, pursuant to N.J.S.A. 18A:18A-24, naming as payee or obligee, as applicable, Springfield Township Board of Education, to be retained and applied by the undersigned as provided in the Contract Documents in case the successful Bidder defaults in executing the Agreement or furnishing the bonds and insurance certificates as required by the Contract Documents.   Prospective Bidders are advised that this Project is one which will be subject to and will be governed by provisions of New Jersey law, including, but not limited to, those regarding (a) Prequalification of Bidders (N.J.S.A. 18A:18A-26 et seq.); (b) Prevailing Wage Rates (N.J.S.A. 34:11-56.25 et seq.); (c) Use of Domestic Materials, (N.J.S.A. 18A:18A-20); and (d) Ownership Disclosure Certification, (N.J.S.A. 52:25-24.2).   The Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq., requires that the Bidder and named Prime Subcontractors must be registered at the time of Bid. The Owner is requesting that copies of the Public Works Contractor Registration Certificates for Bidder and its Named Prime Subcontractors be included in the Bidder’s Bid Package, but the Bidder must provide copies of the Certificates no later than the time of award. Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency, including Bidders and Named Prime Subcontractors, are required to be registered with the State through the New Jersey Department of Treasury, Division of Revenue. The Owner is requesting that copies of the Registrations for Bidder and its Named Prime Subcontractors be included in the Bidder’s Bid Package, but the Bidder must provide proof of such Registrations prior to the award of the Contract. In addition, each Bid Package must include a certificate from a surety company stating it will provide said Bidder with a bond in such sum as required by N.J.S.A. 18A:18A-25. No bid may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The right is reserved to reject all bids pursuant to N.J.S.A. 18A:18A-22 or to waive minor informalities, defects, and non-material exceptions.
