NOTICE TO BIDDERS
The Upper Moreland Township is soliciting sealed bids for the Renovations and Additions for Administration and Police Building (“Project”) located in Upper Moreland Township, Montgomery County, Pennsylvania. Sealed Bids for all contracts shall be delivered to Patrick Stasio, Township Manager, no later than 10:00 AM prevailing time on Tuesday, March 17, 2026, to the Upper Moreland Township, 117 Park Ave, Willow Grove, PA 19090, at which time bids will be publicly opened and read. The project is funded, in part, by the following Commonwealth of Pennsylvania programs, Redevelopment Assistance Capital Program (RACP), Ref. Nos. ME-3275 & ME-4270, Economic Development and Community Development Initiatives Program, Ref. No. C000093134 and Local Share Account (LSA) Statewide Program Grant.
A MANDATORY pre-bid conference will be held on the following dates as noted, attendance by all Prime Contract Bidders is mandatory:
• General, HVAC, Electrical and Plumbing Construction, Contracts 1-4

oDate and time: Tuesday, March 3, 2026 at 3:00 PM prevailing time
• Environmental Construction, Contract 5
oLocation: Upper Moreland Township, 117 Park Ave, Willow Grove, PA 19090
oDate and time: Tuesday, March 10, 2026 at 10:30 AM prevailing time
Construction will be bid for the following Prime Contracts:
Contract No. 1: General Construction
Contract No. 2: HVAC Construction
Contract No. 3: Electrical Construction
Contract No. 4: Plumbing Construction
Contract No. 5: Environmental Construction
The Project Architect is Godshall Kane O’Rourke Architects, LLC, 300 Brookside Ave Bldg 18, Suite 150, Ambler, PA 19002, Phone: 215-646-2003. The Project Construction Manager is CHA Consulting, Inc., 1 East Broad Street, Suite 310, Bethlehem, PA 18018, Phone: 610-865-3000.
Contracts 1 through 5: To bid the Project, prospective bidders must obtain the Contract Documents in PDF format directly from CHA by contacting dei@chasolutions.com. Documents will be sent electronically after receipt of a non-refundable fee of one hundred dollars ($100.00). Checks or money orders shall be made payable to “CHA” and mailed to 1 E. Broad Street, Suite 310, Bethlehem, PA 18018. Cash will not be accepted. Bidders must supply the following information with their request for documents: the contract(s) you are bidding on, company name, contact person, complete address, phone and cellular numbers, and email address.
Documents will be available for Contracts 1-4 on February 17, 2026.
Documents will be available for Contract 5 on March 3, 2026.
