South Dallas County Landfill February 13, 2026 The February meeting of the South Dallas County Landfill was called to order by Chair Shirley K. McAdon at 3:30 p.m. Also present: Michael Chadwick, Doug Luzbetak, and Mike Fountas by phone. Review and Approve the Minutes of the Previous Meeting: Motion by McAdon to approve the January 8, 2026 meeting minutes. Motion carried.Review and Approve Bills: Motion by McAdon to approve the bills. Motion carried.Review and Approve Financial Reports: McAdon provided information about study bills in the Iowa Legislature that would restrict the amount of public funds deposits in IPAIT. Motion by McAdon to approve the financial reports. Motion carried. Receive Chair's Report: The Annual Report to the City Council has been finalized and will be submitted. The HHW event is set for April 18, 2026. Receive Staff's Reports: Director Equipment Status: Fountas reported that a hydraulic hose on the excavator has been repaired. Titan Machinery is the new service provider for the compacter. All other services are up-to-date.Site Status: Fountas reported that the brush pile has been ground. The shredder will be in the shop next week for service. Other: Fountas is researching switching the grease and oil provider. Collections: Chadwick is pursuing two customers with past due accounts. Review and approve the 2025 Annual Water Quality Report: Doug Luzbetak of HLW Engineering presented the 2025 Annual Water Quality Report, noting that monitoring showed no significant changes. Motion by McAdon to approve the report. Motion carried. Review and approve the 2026 Financial Assurance Documentation: Doug Luzbetak of HLW Engineering presented the 2026 Financial Assurance Documentation, noting a small decrease in funds to be set aside. Motion by McAdon to approve the documentation. Motion carried. Staff will send the journal entries to the accountant.Review and approve the 2026 Employee Health Insurance Plan: Motion by McAdon to approve the March 1 renewal of the plan and employee contributions. Motion carried. Review and Approve Landfill Purchase Agreement with City of Adel: Motion by McAdon to approve the agreement, with the addition of the trommel to Exhibit B. Motion carried.Change Password: McAdon changed to password to the office computers.
