OFFICIAL PROCEEDINGS OF THE BOARD OF SUPERVISORS OF PORTAGE COUNTY, WISCONSIN February 17, 2026 Meeting was called to order by Chair Ray Reser at 5:00p.m. Roll call taken by County Clerk Davis revealed: (24) present: (22) attending in person: Supervisors Jeanne Dodge, Chris Doubek, Nancy Eggleston, Steve Fritz, Bob Gifford, Joan Honl, Barry Jacowski, Matt Jacowski, Donald Jankowski, Dave Ladick, David Medin, Julie Morrow, Stan Potocki, Shaun Przybylski, Larry Raikowski, Chris Randazzo, Ray Reser, Andrew Rockman, Amberle Schwartz, Mike Splinter, Janell Wehr, and James Yetter. Correspondence Office of Portage County Clerk – Out-of-County Resolutions Received Public Comment Mary Ann Laszewski and Dan Stolz re: Resolution no. 201-2024-2026 Review/Approval Motion by Supervisor Ladick, second by Supervisor Jankowski to approve the January 20, 2026 minutes. Motion carried by voice vote, with no negative votes. The minutes were approved. Confirmation of County Executive Appointment Motion by Supervisor Jankowski, second by Supervisor Barry Jacowski to confirm the appointment of Tyler Gesquiere to the Local Emergency Planning Committee (LEPC) for a new four-year term expiring April 17, 2028. Motion carried by voice vote with no negative votes. The appointment was confirmed. Confirmation of Portage County Emergency Fire Wardens for 2026 Chair Reser stated that if there were no objections he would consider all confirmation of Portage County Emergency Fire Wardens for 2026 in on motion. There were no objection . Motion by Supervisor Rockman, second by Supervisor Yetter to Confirm the following individuals to act as authorized Emergency Fire Wardens for the prevention and suppression of forest fires in Portage County for the 2026 calendar year: Town of Alban - Gordy Krogwald Town of Almond - Dan Folan Town of Amherst - Victor Voss Town of Buena Vista - Doug Berry Town of Pine Grove - Melissa Mcphearson and Shannon Lafler Town of Plover - Mark Deaver Town of Stockton - Jennifer Zurawski Motion carried by voice vote, with no negative votes. The Portage County Emergency Fire Wardens for 2026 were confirmed. Resolutions/Ordinances RESOLUTION NO. 199-2024-2026 – POSTPONED INDEFINITELY RE: REVISIONS TO PORTAGE COUNTY CODE OF ORDINANCES SECTIONS 3.1.21 AND 3.1.17, CREATING THE PLANNING AND CONSERVATION COMMITTEE NOW, THEREFORE, BE IT RESOLVED that Portage County Board of Supervisors hereby approves, enacts, and ordains the attached revisions to Code of Ordinances Sections 3.1.21 and 3.1.17, creating the Planning and Conservation Committee, which will commence on the Board of Supervisors term in April of 2026. BE IT FURTHER RESOLVED that all references to the Planning and Zoning Committee and the Land and Water Conservation Committee in the Portage County Code of Ordinances shall be administratively revised to reference the Planning and Conservation Committee without further County Board action. Motion by Supervisor Eggleston, second by Supervisor Wehr for the adoption. Motion by Supervisor Matt Jacowski, second by Supervisor Barry Jacowski to postpone the resolution indefinitely. Roll call vote on the resolution revealed (15) ayes, Supervisors Doubek, Medin, Morrow, Ladick, Gifford, Potocki, Splinter, Jankowski, Fritz, Raikowski, Yetter, Dodge, Matt Jacowski, Barry Jacowski, and Steve Cieslewicz, (9) nays, Supervisors Wehr, Przybylski, Honl, Rockman, Randazzo, Eggleston, Oehlke, Schwartz, and Reser, (1) excused, Supervisor Miresse. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 200-2024-2026 RE: SUPPORT FOR ENACTING A COMPREHENSIVE, SUSTAINABLE TRANSPORTATION FUNDING SOLUTION NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors hereby strongly urges the Governor of Wisconsin and the State Legislature to enact a comprehensive, sustainable transportation funding solution that: 1.Provides adequate and reliable revenue growth for the efficient long-term planning and execution of state and local transportation programs; 2.Includes responsible and prudent use of General Purpose Revenue and bonding; 3.Adjusts any new and existing transportation user fees and other revenue mechanisms to sustain purchasing power in order to maintain and improve Wisconsin's transportation infrastructure; and 4.Ensures transportation continues to deliver for Wisconsin by adequately funding reconstruction, preservation, and safety investments on the state and local systems. BE IT FURTHER RESOLVED, that the County clerk is hereby directed to transmit a copy of this resolution to the Governor's office, all members of the Wisconsin State Senate and Assembly representing districts within Portage County, and the Wisconsin Counties Association. Motion by Supervisor Ladick, second by Supervisor Barry Jacowski for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 201-2024-2026 RE: REVISION OF PORTAGE COUNTY CODE OF ORDINANCES SECTION 3.1.12, RESULTING IN THE DISSOLUTION OF THE HEALTH CARE CENTER COMMITTEE NOW, THEREFORE, BE IT RESOLVED that Portage County Board of Supervisors hereby approves, enacts, and ordains the attached revisions to Code of Ordinances Section 3.1.12, resulting in the dissolution of the Health Care Center Committee. Motion by Supervisor Barry Jacowski, second by Supervisor Fritz for the adoption. Motion carried by voice vote, with (2) nays, Supervisors Gifford and Doubek. The resolution was adopted. RESOLUTION NO. 202-2024-2026 RE: AUTHORIZATION FOR 2026 CONTRACTS OVER $100,000 FOR THE HEALTH AND HUMAN SERVICES DEPARTMENT NOW, THEREFORE, BE IT RESOLVED, by the Portage County Board of Supervisors that the contracts for services between Portage County Health and Human Services Department and the attached service providers is authorized, ratified, and endorsed for the year of 2026. Motion by Supervisor Dodge, second by Supervisor Gifford for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 203-2024-2026 RE: RESOLUTION APPROVING, ADOPTING, AND ENACTING REVISIONS TO CODE OF ORDINANCES SECTIONS 4.7-SOLID WASTE AND 4.8-RECYCLING NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves, enacts, and ordains the attached revisions to Portage County Code of Ordinances Sections 4.7 and 4.8. BE IT FURTHER RESOLVED that the revisions to the Portage County Code of Ordinances adopted in this resolution shall be posted to the County's website, along with written paper format to remain available in the County Clerk's office. Motion by Supervisor Honl, second by Supervisor Fritz for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 204-2024-2026 RE: APPROVING AND AUTHORIZING THE SALE OF COUNTY OWNED PROPERTY AT 2040 JEFFERSON STREET IN THE CITY OF STEVENS POINT NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves and authorizes the sale of property at 2040 Jefferson Street in the City of Stevens Point on Wisconsin Surplus Online Auction and as set forth in the attached contract summary form. BE IT FURTHER RESOLVED that the Portage County Board of Supervisors hereby authorizes the County Executive, Officials, and Staff to execute all necessary documents to sell this property and effectuate the purposes of this resolution. Motion by Supervisor Dodge, second by Supervisor Rockman for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 205-2024-2026 RE: REVISING PORTAGE COUNTY CODE OF ORDINANCE, HUMAN RESOURCES POLICY, SECTIONS 3.11.4 CLASSIFICATION PLANS AND 3.11.5 AUTHORIZATION FOR NEW POSITIONS NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves, enacts, and ordains the attached revisions to Portage County Code of Ordinance Sections 3.11.4 Classification Plans and 3.11.5 Authorization for New Positions to include Human Resources Committee approval for reclassification requests and new position requests approval as part of the budget process, adjusting the monetary criteria for new position requests, and establishing a process for all new position requests based on hourly and monetary criteria. Motion by Supervisor Matt Jacowski, second by Supervisor Doubek for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 206-2024-2026 RE: APPROVING AND AUTHORIZING SINGLE POINT OF ACCESS FOR COURTHOUSE SECURITY, WHICH INCLUDES FUTURE CONTRACTED SECURITY SERVICES AND THE ADDITION OF 1.0 FULL TIME EQUIVALENT (FTE) POSITION FOR A NEW SHERIFF'S OFFICE DEPUTY NOW, THEREFORE, BE IT RESOLVED that Portage County Board of Supervisors hereby approves and authorizes single point of access for Courthouse security, which includes future contracted security services and a new 1.0 FTE Sheriff's Office Deputy position as set forth herein. Motion by Supervisor Gifford, second by Supervisor Medin for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 207-2024-2026 - AMENDED RE: ELECTED OFFICIALS COMPENSATION FOR THE 2027-2030 TERM FOR CLERK OF COURTS NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes the total annual compensation of the aforementioned elected official and recommends that the compensation be established as shown for the entire term of office, as further adjustments during the term of office are prohibited by law, sec. 59.22, Stats. NOW, THEREFORE BE IT FURTHER RESOLVED, that Portage County shall abide by Wisconsin Statutes and all applicable laws and regulations regarding contributions to the Wisconsin Retirement Fund and aforementioned county elected officials are entitled to participate in the County's health insurance program subject to the terms and conditions of the program, which may be modified from time to time, under the same terms and conditions as the health insurance coverage offered to non-represented managerial county employees who are not law enforcement, managerial employees or non-represented managerial employees described in Wis. Stats 111.70(1)(mm)2. Motion by Supervisor Matt Jacowski, second by Supervisor Rockman for the adoption. Motion by Supervisor Oehlke, second by Supervisor Matt Jacowski to amend the resolution to set the base salary numbers as follows: 2027: $99,571.44 2028 $100,576.15 2029: $101,572.82 2030: $102,588.55 Motion to amend carried by voice vote, with no negative votes. Motion on the adoption, as amended, carried by voice vote, with no negative votes. The resolution, as amended, was adopted. RESOLUTION NO. 208-2024-2026 RE: ELECTED OFFICIALS COMPENSATION FOR THE 2027-2030 TERM FOR SHERIFF NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes the total annual compensation of the aforementioned elected official and recommends that the compensation be established as shown for the entire term of office, as further adjustments during the term of office are prohibited by law, sec. 59.22, Stats. RESOLUTION NO. 209-2024-2026 RE: AUTHORIZING 2026 BUDGET AMENDMENTS AND TRANSFERS NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes the attached 2026 budget adjustments as recommended by the Finance Committee. Motion by Supervisor Ladick, second by Supervisor Barry Jacowski for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted.
