West Allis-West Milwaukee School DistrictRequest for Proposals (RFP)RFP No. 20260225RCS Statement of Purpose: The West Allis-West Milwaukee School District Recreation and Community Services Department is accepting proposals to provide before and after school care across 9 Elementary Schools from 7-8:30 am and 3:30-5:30 pm, Monday-Friday. Care service is for students in Grades 4k-5th. There are approximately 450 children in morning care and 575 children in afternoon care that are enrolled in the program daily. This is currently staffed using part-time Recreation and Community Services Department staff. This would be a contract for the 26-27 school year from the first day of school, as published on the District calendar through the last day of school as established by the 2026-2027 school year calendar. Determine the Best Provider: The purpose of this Request for Proposals ("RFP") is to identify an entity that will provide the requested services as outlined in this RFP and scope of work section; with the best ability to provide the services to the District. The proposer is required to submit documentation and information on specific topics outlined in the scope of work below, which the District will use in its evaluation of each proposal. Additionally, the proposer may be required to make an oral presentation or interview. Such presentations or interviews will allow the proposer to clarify the proposal and ensure mutual understanding of the requirements. Client and Premises: Client: West Allis-West Milwaukee School District, 9333 W. Lincoln Ave, West Allis, WI 53227 Sites: Franklin Elementary School, 8516 W Lincoln Ave, West Allis, WI 53227; General Mitchell Elementary School, 10125 W Montana Ave, West Allis, WI 53227; Hoover Elementary School, 12705 W Euclid Ave, New Berlin, WI 53151; Horace Mann Elementary School, 6213 W Lapham Street, West Allis, WI 53214; Irving Elementary School, 10230 W Grant Street, West Allis, WI 53227; Jefferson Elementary School, 7229 W Becher Street, West Allis, WI 53219; Pershing Elementary School, 1330 S 47th Street, West Milwaukee, WI 53214; Walker Elementary School, 900 S 119th Street, West Allis, WI 53214; Wilson Elementary School, 8710 W Orchard Street, West Allis, WI 53214 Scope of Work: The West Allis-West Milwaukee Recreation and Community Services Department requires before and after school care services for our students during the academic year. The scope of work includes, but is not limited to, the following: 1. The vendor will provide a full-service program to serve students 4K-5th during the 2026-2027 academic school year. 2. The vendor will design and deliver before and after school care programming opportunities for students, including but not limited to academic enrichment, structured indoor/outdoor activities, and project-based learning activities. 3. The vendor must operate before care hours from at least 7:00 am – 8:30 am, Monday to Friday. 4. The vendor must operate after care hours from at least 3:30 pm to 5:30 pm, Monday to Friday. 5. The vendor shall submit a price proposal which indicates their full cost to provide the scope of services outlined in the proposal. 6. The vendor will include a facilities use request that outlines the space needed to run the program. 7. The vendor will demonstrate an ability to collaborate with school district administrators to create and coordinate program delivery. 8. The vendor will provide supervised parent/guardian drop off/pick up across the 9 West Allis-West Milwaukee Elementary Schools. 9. The vendor will need to share what their staff-to-student ratio is and the minimum and maximum enrollments for operation. 10. The vendor must provide proof of liability insurance. 11. The vendor must disclose any documented program and/or financial violations. 12. The vendor, as an independent contractor, shall be responsible for all communications with families regarding the program utilizing their own communications platforms. 12. The vendor, as an independent contractor, shall be responsible for collecting all registration payments and maintaining budgets. 13. The vendor will be responsible for furnishing all labor and training necessary to provide services. Type of Agreement: All provisions in this RFP shall be incorporated by reference in the Agreement. The District is soliciting a no-fee to the District contract, which will be evaluated based on the evaluation factors outlined in this document. As part of the contract, the vendor will be required to pay a fee of $250 per month for ten months for each district school facility that acre services are provided at, as identified, for use of the District's facilities, utilities, maintenance services and contract administration. Period of Performance: The duration of the care under the Agreement is the School Year unless terminated earlier according to the terms of the Agreement. The Agreement may be renewed by and at the District's sole discretion for three (3) years, and such renewal notification will be made on or before May 3, 2027. Tour of Facilities: Before proposals are submitted, if requested by the vendor, the vendor shall be provided with the opportunity to tour and review the space at each district school. Such tours shall be by appointment only. The vendor should notify the Director of Recreation & Community Services of its interest in a tour. Review of Proposals: Proposals will be accepted until Friday, April 17, 2026. The district retains the right to negotiate with vendors as deemed in the best interest of the district. All responses to this request must be received no later than 4:00 pm on April 17, 2026. Proposals received after this date shall be returned unopened. Required information for RFP Submissions: Each vendor is required to submit the following information in its Proposal: Description of Vendor's Experience and Expertise: The vendor shall submit an overview of the vendor's entity, including an explanation of what type of services it proposes to provide. The vendor should include in the overview an explanation of the experience and expertise the vendor has in providing and delivering care services. The vendor should describe its experience, if any, with working specifically with educational entities in delivering before and after school care. Description of Vendor's Services: The vendor is required to describe the care services offered according to this RFP. The description shall include, but not be limited to, the vendor's history of providing care services (said history shall include any violations that vendor has received from DHS, any lawsuits filed against vendor related to these types of services, and injuries suffered by children while in vendor's care), the educational service delivery methods, staffing models and qualifications, a statement of satisfaction with the location of where care services are to be provided, a description of any limitations the vendor sees as relates to each facility's educational amenities, forecast of the number of District students who it expects will enroll at each location, and a description of how the care services will address student and parent needs. The description shall include a narrative of how it will meet the needs of the students and parents. A daily schedule and activities example must also be provided. District Students: The vendor is required to acknowledge and agree that at least 7 days before the beginning of the School Year, the vendor shall provide the Principal's office at each district school location with the names and grades of all students enrolled in the program to allow for a successful transition to the before and after school programs for verification that each student resides in and is enrolled as a resident or approved open enrollment students in the District. During the School Year, if any additional students seek enrollment, the vendor shall immediately notify the Principal's office at that school of the name and address of each student. No student shall be accepted into the program until the vendor receives verification from the District of the student's residency and open enrollment is approved in the District. Capacity to Deliver Requested Services: The vendor shall submit information to support its assertion that it can deliver the services outlined in this RFP. The vednor shall indicate out of the 9 before and after school sites how many it can manage, and what the minimum and maximum number of students enrolled would need to be to operate each site. Specific Details of Proposed Program and Agreement with the District: 1. Explain your proposed fee schedule, including any proposed discounts and fee structures depending on the number of days or the number of students. 2. Provide the space and storage requirements for your program. 3. Explain the expected start and end time for the program. 4. Explain the items you shall supply, including all instructional or play equipment, snacks, or other necessary items as part of the Services. The vendor has the option to pursue a contract with the district's food service provider Chartwells if they wish to. 5. Explain your program as regulated by the DHS and provide your timeline and plan for obtaining DHS approval, your license number, Wisconsin YoungStar rating, and the implications for your program. Additional Information and Potential Interviews: Vendors may add or include other pertinent information, not specifically requested, which it feels may serve to substantiate the capabilities of the work proposed or the vendor's ability to fulfill the obligations imposed. The District reserves the right to request additional information from the vendor to clarify any response. Additionally, the District reserves the right to interview vendors. Such presentations or interviews allow the vendor to clarify their Proposal and ensure mutual understanding of the requirements. Right to Reject or Award Proposals: The District retains sole discretion to determine whether it is in the District's best interest to identify a successful proposal and enter into an agreement/contract with a vendor. The District retains the right to reject all Proposals. The District reserves the right to award multiple contracts. Form of Contract: The West Allis-West Milwaukee School District will enter into negotiations with the selected vendor(s) to establish a mutually acceptable contract. The district reserves the right to reject any or all proposals, and to request written clarification of proposals and supporting materials. The district reserves the right to accept the proposal it deems is in the best interest of the district after all proposals have been examined and evaluated.
