PROCEEDINGS, COMMON COUNCIL MEETING
FEBRUARY 16, 2026, 7:00 P.M.
CITY OF OAK CREEK
MILWAUKEE COUNTY
1. Mayor Bukiewicz called the meeting to order at 7:00 p.m. On roll call, the vote was as follows: Ald. Haase, aye; Ald. Ruetz, aye; Ald. Marshall, aye; Ald. Gehl, aye; and Ald Guzikowski. Ald. Loreck was excused.
Also present were City Attorney Melissa Karls, Deputy City Administrator / Finance Officer Maxwell Gagin, IT Director Thomas Kramer, Fire Chief Michael Kressuk, Community Development Director Kristin Laine, Marketing Communications Manager Kelly Schoff, Police Chief David Stecker, and City Clerk Catherine Roeske.
2. The meeting began with the Pledge of Allegiance being said by all present.
3. Ald. Haase moved to approve the 2/3/26 minutes. On roll call, all voted aye.
4. Ald. Gehl moved to adopt Resolution No. 12651-021626, a Resolution of Appreciation to Paul J. Hernon, retiring Police Officer. On roll call, all voted aye.
5. Ald. Haase moved to adopt Resolution No. 12652-021626, a Resolution of Appreciation to Jay W. McClellan, retiring Fire Fighter. On roll call, all voted aye.
6. A public hearing was held to consider a request for a Conditional Use Permit along with conditions and restrictions for the construction of single-family attached, two-story dwelling units at 2535, 2537, 2539, 2541, 2545, 2547, 2549, 2551 W. Nature Way; 2534, 2536, 2538, 2540, 2544, 2546, 2548, 2550 W. Pioneer Way; 9131, 9133, 9135, 9137, 9140, 9142, 9145, 9147, 9149, 9151 S. Larkspur Ln.; and 9130, 9132, 9134, 9136, 9141, 9144, 9146, 9148, 9150 S. Pineview Dr. (See Item No. 7 for action on this hearing).
7. Ald. Marshall moved to adopt Resolution No. 12653-021626, approving a Conditional Use Permit with conditions and restrictions for the construction of single-family attached, two-story dwelling units to be located at 2535, 2537, 2539, 2541, 2545, 2547, 2549, 2551 W. Nature Way; 2534, 2536, 2538, 2540, 2544, 2546, 2548, 2550 W. Pioneer Way; 9131, 9133, 9135, 9137, 9140, 9142, 9145, 9147, 9149, 9151 S. Larkspur Ln.; and 9130, 9132, 9134, 9136, 9139, 9141, 9144, 9146, 9148, 9150 S. Pineview Dr. On roll call, all voted aye.
8. A public hearing was held to consider a request for a Conditional Use Permit for an indoor health, athletic, or recreation facility at the property located at 440 W. Bell Ct., Suite 400. (See Item No. 9 for action on this hearing).
9. Ald. Guzikowski moved to adopt Resolution No. 12654-021626, approving a Conditional Use Permit for an indoor health, athletic, or recreation facility at Elite Tumbling Factory, a proposed business to be located at 440 W. Bell Ct., Suite 400 (Tax Key No. 828-0005-000). On roll call, all voted aye.
10. Ald. Marshall moved to award the Architectural Design and Engineering Services work to Kueny Architects, LLC, in the amount of $130,863.00. On roll call, all voted aye.
11. Ald. Ruetz moved to approve license recommendations as follows:
Grant an Operator license to: Patrick J. Jerdee (Swing & Sip Golf), Aaron J. Staszak (Swing & Sip Golf), Anna M. Koenig (Community Center), Joel I. Banfi (Woodman's), Christine A. Kisley (Meijer), Benjamin Pacheco Duran (Cozumel).
Grant a 2026 Temporary "Class B" Wine and Class "B" Beer Alcohol Beverage License to Mary Peterson (Agent), St. Stephen Congregation, 1441 W. Oakwood Rd., for their 2026 Lenten Fish Fry's scheduled to be held on February 20 and 27, March 6, 13, 20, and 27, 2026. On roll call, all voted aye.
12. Ald. Marshall moved to approve the February 11, 2026 Vendor Summary Report in the amount of $715,900.54. (Of this total, $68,353.93 will affect fiscal year 2025, with the remaining $647,546.61 affecting 2026). On roll call, all voted aye.
13. Ald. Gehl moved to convene into Closed Session at 7:44 p.m., pursuant to Wisconsin State Statutes, Section 19.85 to discuss the following:
a. Section 19.85(1)(c) Wis. Stats. to review and evaluate the job performance and salary of the City Administrator.
On roll call, all voted aye..
14.-15. Ald. Gehl moved to reconvene into Open Session at 8:12 p.m. On roll call, all voted aye. No action was taken on this item.
Ald. Marshall moved to adjourn the meeting at 8:13 p.m. On roll call, all voted aye.
