APPROVED MARCH 3, 2026 CITY OF FRANKLIN COMMON COUNCIL MEETING FEBRUARY 18, 2026 MINUTES The regular Mtg of the Franklin Common Council was held on February 18, 2026, and was called to order at 6:30 p.m. by Mayor John R. Nelson in the Franklin City Hall Council Chambers, 9229 W. Loomis Rd, Franklin, Wisconsin. On roll call, the following were present: Ald Peccarelli, Ald Eichmann, Ald Hasan, Ald Salous, Ald Day and Ald Craig. Also, in attendance were Director of Admin Kelly Hersh, City Atty Jesse A. Wesolowski and City Clerk Shirley Roberts. Citizen comment period was opened at 6:33 p.m. and was closed at 7:06 p.m. Mayor Nelson presented a Proclamation to designate May 2, 2026 as Arbor Day. Ald Hasan moved to place on file. All voted Aye; motion carried. Ald Hasan moved to approve the minutes of the Common Council Mtg of February 3, 2026, as presented. All voted Aye; motion carried. A public hearing was called to order on February 18, 2026 at 7:13 p.m. on special assessment for installation of water main on S Lovers Lane Rd bounded by 1,500 feet S of W Drexel Avenue to the N and 1,900 feet N of W Saint Martins Rd to the S. Public hearing was closed at 7:18 p.m. Ald Hasan moved to adopt Res No. 2026-8429, a Final Resolution directing installation of, Payment, and Levy of Special Assessments for installation of a Water Transmission Main on S Lovers Lane Rd from a point 1,900' N of W Saint Martins Rd to a Point 1,500' S of W Drexel Avenue (Contract A), and to authorize deferments only in compliance with §207-15 K.(2)(i) upon approved application. On roll call, Ald Peccarelli, Hasan, Day, Salous and Craig voted Aye; Ald Eichmann abstained. Motion carried. On roll call, Ald Craig, Salous, Day, Hasan and Peccarelli voted Aye; Ald Eichmann abstained. Motion carried. Ald Eichmann moved to confirm the following Mayoral appointments: Dan Romanski, 9044 W. Elm Ct., Unit C, Ald. Dist. 1 – Technology Commission, 3 year unexpired term expiring 04/30/2026.and a 3 year term expiring 04/30/29. David Bartels, 8489 S. Golden Lake Ct., Ald. Dist. 2 – Fair Commission, 3 year unexpired term expiring 04/30/26 and 3 year term expiring 04/30/29. On roll call, all voted Aye. Motion carried. Ald Craig moved to authorize staff to proceed to advertise and bid the 2026 Local Street Improvement Program. All voted Aye; motion carried. Ald Peccarelli moved to authorize staff to proceed to advertise and bid the W Drexel Avenue (S. Bridge View Dr. to S. NWern Mutual Way) Reconstruction Project. All voted Aye; motion carried. Ald Eichmann moved to approve the following consent agenda items: Approve Fire Department request to dispose of decommissioned fitness equipment utilizing the Wisconsin Surplus online auction; and Adopt Res No. 2026-8431, a Resolution authorizing Franklin Dir of Health and Human Services to sign the 2026 Meaningful Marks, LLC, Contract on behalf of Volition Franklin. All voted Aye; motion carried. Ald Hasan moved to adopt Ord No. 2026-2722, an Ordinance to amend Ord 2025-2712, and Ordinance Adopting the 2026 Annual Budget for the General Fund to Carryforward $2,084 of Unused 2025 Appropriations for the Planning Department Subscriptions Account. On roll call, all voted Aye. Motion carried. Ald Hasan moved to accept the informational report regarding the SRO Program, including the successful implementation of a second School Resource Officer, and place the report on file. All voted Aye; motion carried. Ald Eichmann moved to adopt Ord No. 2026-2721, An Ordinance to amend Chapter 245, Vehicles and Traffic, § 245-5(I), Repealing Subsection (I)(1) and Amending Subsection (I)(3), Relating to Parking During Declared Snow Emergencies, subject to technical corrections presented. All voted Aye, motion carried. Ald Day moved to approve the following licenses of the License Committee Mtg of February 18, 2026. Seconded by Ald Craig. All voted Aye; motion carried. Grant New 2025-26 Operator License to Eliza Lara with a letter; Grant New 2025-26 Operator License Joy Aune, Martha Bowman, & Jacqueline Randa; Ald Eichmann moved to approve ROC Ventures fireworks/drone show post Milkmen Games. Person in Charge : Christ Conley, Location: 7035 S. Ballpark Dr., Franklin Field. Dates of 2026 Event: 5/15, 6/5, 6/26, 7/3, 7/4, 7/10, 7/24, 8/14, 8/21 and 9/4. The shows are approximately 7-10 minutes long and start approximately 15 minutes after the baseball game ends, with the last start time at 10:20 p.m. On roll call, all voted Aye. Motion carried. Ald Eichmann moved to approve ROC Ventures Umbrella Bar 2026 Summer Concert Series Outdoor Music Event. Person in Charge: Carinn Hoffman. Location: 7005 S. Ballpark Dr., Umbrella Bar. Dates of 2026 Event: 6/6, 6/13, 6/20, 6/27, 7/3, 7/4, 7/11, 7/18, 7/25, 8/1, 8/8, 8/15, 8/22, 8/29, 9/5, 9/12 and 9/19. A hard stop time of 10:35 p.m., 65 decibels at all monitors using their system when applicable with a 15 min correction timeframe if the Police are contacted via phone complaint to the PD in real time. On roll call, Ald Peccarelli, Eichmann, Hasan, Day and Craig voted Aye; Ald Salous abstained. Motion carried. Ald Eichmann moved to approve ROC Ventures Country Rising Concert and Tacos & Tequila Concert Festivals 2026. Person in Charge: ROC Ventures (Michael Zimmerman & Carinn Hoffmann) and Social House Entertainment. Location: 7035 S. Ballpark Dr. Franklin Field. Dates of 2026 Event: Friday and Saturday, 5/29 and 5/30. Motion failed due to lack of a second. Ald Eichmann moved to table the ROC Ventures Country Rising Concert and Tacos & Tequila Concert Festivals 2026 to the Mtg of March 3, 2026. On roll call, all voted Aye. Motion carried. Ald Eichmann moved to approve the Hill Has Eyes Haunted Attraction 2026: Fridays and Saturdays, 9/25 through 10/31; Sundays for family orientated events, 9/27 through 11/1. The requirements are the same as 2025, box office closes at 11 p.m., DJ and music will stop at midnight; however, people will be able to finish the attraction if it is after that time. Decibel limits are the same as last year, they are varied at each monitor (60 decibels at W Monitor, 60 decibels at E Monitor and 69 decibels at N Monitor). On roll call, all voted Aye. Motion carried. Ald Craig moved to approve City vouchers with an ending date of February 12, 2026 in the amount of $1,813,864.33, and payroll dated February 6, 2026 in the amount of $507,893.97 and payments of the various payroll deductions in the amount of $285,920.11 plus City matching payments, and estimated payroll dated February 20, 2026 in the amount of $501,000 and payments of the various payroll deductions in the amount of $565,000, plus City matching payments. On roll call, all voted Aye. Motion carried. Mayor Nelson called a recess at 8:28 p.m. reconvened at 8:37 p.m. Ald Hasan moved to enter closed session at 8:28 p.m., pursuant to Wis. Stat. §19.85(1)(g), to confer with legal counsel for the Common Council who is rendering advice concerning strategy to be adopted by the body with respect to the subject litigation, and to reenter open session at the same place thereafter to act on such matters discussed therein as it deems appropriate. On roll call, Ald Salous, Hasan, Eichmann and Peccarelli voted Aye; Ald Craig and Day voted No, motion carried. Upon reentering at 9:04 p.m., Ald Day moved to proceed as discussed in closed session.
