LIBBERT ROAD WATER MAIN REPLACEMENT
General Notice
Chandler Utilities (Owner) is requesting Bids for the construction of the following Project:
Libbert Road Water Main Replacement
Bids for the construction of the Project will be received at the Chandler Utilities Maintenance Facility located at 101 Constitution Ct., Chandler, IN 47610, until Monday, April 6th, 2026, at 4:00 PM local time. Bids received will be publicly opened and read at the Chandler Town Council Meeting, held at 6:00 PM local time on Monday, April 6th, 2026, at the Chandler Town Hall located at 401 E. Lincoln Ave., Chandler, IN 47610. Bids delivered in person by 6:00 PM at the meeting will also be received.
The Project includes the following Work:
This project includes approximately 2,600 LF of 8” PVC water main along Libbert Road from Vann Road to Oak Grove Road. Water main will be installed almost entirely by horizontal directional drill with small portions of open cut between drills, at tie in points to existing water mains, to reconnect services, and to install hydrants. There are 19 meter relocations with service reconnections and 3 fire hydrants. The three tie-in points are: one at Vann Road into an existing 8" PVC water main, another at Vann Road into an existing 4” asbestos cement water main, and the last near Oak Grove Road into an existing 6” PVC water main. The existing water main will also be abandoned via cut and cap approximately 1200' south of Vann Road.
Bids are requested for a single prime Contract.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.

Prospective Bidders may also examine the Bidding Documents at Eastern Engineering Supply, 9901 Allisonville Road, Fishers, IN 46038, the Issuing Office, on Monday through Thursday between the hours of 8:00 AM and 4:00 PM and Fridays between 8:00 AM and 12:00 PM; and the office of Chandler Utilities, 101 Constitution Ct., Chandler, IN 47610 on Monday through Friday between the hours of 8:00 AM and 3:00 PM. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A pre-bid conference for the Project will be held on Monday, March 16th at 10:00 AM CT at the Chandler Town Hall located at 401 E. Lincoln Avenue, Chandler, IN 47610. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bid security, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any and all Bids in whole or in part as specified in the solicitation when it is not in the best interest of the governmental body as determined by the purchasing agency in accordance with IC 5-22-18-2. The Owner also reserves the right to waive irregularities in any Bid, and to accept any Bid, which is deemed most favorable to the Owner.
