INVITATION TO BID Sealed Bid Proposals will be received for Stewartstown Borough, York County, Pa until Friday, April 3, 2026 @ 10:00AM at the office of James R. Holley & Associates, Inc., 18 S. George St., York, Pa. 17401. At that time all bids will be opened and read aloud. No bids shall be received by fax or e-mail. Contract #1 shall be for base repair, paving fabric, and placement of wearing course Superpave all included within the Technical Specifications. A Costars proposal (Contract #2) for furnishing and delivering 9.5mm SuperPave Wearing Course will be acquired by the Borough in addition to Contract #1 proposal. Copies and specifications are on file and open for inspection and may be picked up at the offices of James R. Holley & Associates, Inc., 18 S. George St., York, Pa. 17401. Digital documents are also available but must be obtained directly from James R. Holley & Associates, Inc. to be qualified as an approved bidder. Each bidder will be required to furnish a Bid Bond or Certified Check in the amount of five percent (5%) of the bid. Upon the acceptance by the Borough of contract #1, a Performance Bond and Payment Bond in the amount of one hundred percent (100%) of the contract amount for Contract #1 must be provided to the Borough. The Borough reserves the right, which is agreed and understood by all bidders, to accept or reject any or all bids and waive irregularities.
