BEFORE THE DIRECTOR
In the matter of application number 71-237449.0000 for an Underground Storage Facility (USF) permit and application number 73-237449.0100 for a Water Storage (WS) permit, located within the East Salt River Valley Sub-basin of the Phoenix Active Management Area, the Director gives notice that Liberty Utilities (Gold Canyon Sewer) Corp. has filed the above-referenced permit applications pursuant to Arizona Revised Statutes (A.R.S.) §§ 45-811.01 and 45-831.01.
The Gold Canyon Water Reclamation Facility USF is located within a portion of the NE¼ of the NW¼ of Sec. 7, Township 1 South, Range 9 East, GSRB&M. The applicant proposes to store up to 1,120 acre-feet per year of effluent at the Gold Canyon Water Reclamation Facility USF for 20 years. The duration of WS permit application number 73-237449.0100 is to coincide with USF permit application number 71-237449.
Copies of the USF permit and WS permit applications, including documentation and detailed maps of the location of the proposed storage, are available for review at the Department, or electronically, upon receipt of a public records request. A public records request can be submitted online here:

Objections to the issuance of these permits may be filed by persons who may be adversely affected by these projects and must be filed, in writing, with the Docket Supervisor of the Department of Water Resources, Legal Division, 1110 West Washington Street, Suite 310, Phoenix, Arizona 85007, within fifteen (15) days after the last day of publication of this notice. For these applications, the final date on which an objection may be filed is April 03, 2026. Objections are limited to whether the application for the USF permit meets the criteria of A.R.S. § 45-811.01, and whether the application for the WS permit meets the criteria of A.R.S. § 45-831.01. An objection shall state the name and mailing address of the objector, be signed by the objector, their agent, or attorney, and must clearly set forth reasons why the permits should not be issued.
