PUBLIC NOTICE COUNTY OF Somerset County NOTICE OF PUBLIC HEARING The resolution, published herein, will be considered for adoption, after a public hearing thereon at a meeting of the governing body of the County of Somerset, State of New Jersey, on April 14, 2026, at 6:00pm at the Commissioners' Meeting Room in the Somerset County Administration Building, 20 Grave Street, Somerville, NJ 08876. During the week prior to, and up to and including the date of such meeting, copies of the proposed resolution will be available at no cost during regular business hours, at the Clerk's office for the members of the general public who shall request the same. Somerset County Solid Waste Management Plan Amendment 2026-1: Include in the Somerset County Solid Waste Management Plan the change in location and participation in the NJDEP Research, Development and Demonstration (RD&D) Project to handle End-Of-Life Solar Panels for Newtech Recycling Inc. where the new facility will be allowed to accept up to 250 tons per day of computers, electronic waste & solar panels at BLOCK 518.06, LOTS 1,2&3.01, BLOCK 521.02, LOT 25 IN FRANKLIN TOWNSHIP. R26-700 AMENDING THE SOMERSET COUNTY SOLID WASTE MANAGEMENT PLAN TO INCLUDE THE CHANGE IN LOCATION AND PARTICIPATION IN THE NJDEP RESEARCH, DEVELOPMENT AND DEMONSTRATION (RD&D) PROJECT TO HANDLE END OF LIFE SOLAR PANELS FOR NEWTECH RECYCLING INC., BLOCK 518.06, LOTS 1, 2 AND 3.01, BLOCK 521.02, LOT 25 IN FRANKLIN TOWNSHIP WHEREAS, the Newtech Recycling Inc., has submitted an application to the Somerset County Solid Waste Advisory Council ("SWAC") for inclusion into the Somerset County Solid Waste Management plan; and, WHEREAS, on November 17, 2025 at a regular meeting of SWAC the Newtech application was reviewed and considered; and, WHEREAS, Newtech's application proposed a relocation of their business to their new facility at 245 Belmont Drive, Suite 2, Somerset NJ 08873. Block 518.06, Lots 1,2&3.01 and Block 521.02, Lot 25, Franklin Township; and, WHEREAS, Newtech testified there will be no changes in the operation of the Class D recycling center since the issuance of the previous general approval and continuing its participation in the NJDEP Research, Development and Demonstration (RD&D) Project to manage nonhazardous end-of-life solar panels at the new location; and, WHEREAS, SWAC recommended the amendment to the Somerset County Waste Management Plan; and, WHEREAS, County Counsel has reviewed the proposed amendment and finds it acceptable as to form and content. NOW, THEREFORE, BE IT RESOLVED that the Somerset County Board of Commissioners does hereby authorize the Somerset County Solid Waste Advisory Council to amend the Somerset County Solid Waste Management Plan to include the above referenced changes submitted by Newtech Recycling Inc. regarding the change in location and the acceptance and handling of nonhazardous end-of-life solar panels.
