CITY OF OXFORD, MISSISSIPPI REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES
The City of Oxford, Mississippi, will be accepting statements of qualifications from qualified firms for the following as part of Oxford’s Regional Water Resources Development Program to include water, wastewater, and stormwater:
ENGINEERING Services in connection with a combination of State, Local and/or Federal Funds including, but not limited to, Environmental Protection Agency State and Tribal Assistance Grants (EPA-STAG), Environmental Infrastructure Grants through US Army Corps of Engineers, Mississippi Department of Environmental Quality Water Pollution Control (Clean Water) State Revolving Fund (WPCRLF) Program and Mississippi Department of Health Drinking Water State Revolving Fund (DWSRF),
Proposals must be received by the City of Oxford by 10 a.m. CST on April 10, 2026. Proposals should be submitted to Leslie McCormick - City Clerk, 107 Courthouse Square, Oxford, MS 38655
Proposals received after 10 a.m. on April 10, 2026, will not be considered.
The Engineering firm, or firms, selected will assist with the following: Data Collection and Investigative Services, Modeling and Analytical Services, GIS and related Services, Facilities and General Planning Services, Design Phase Services, Contract Bid Documents Preparation, Technical Specification Preparation, Cost Estimating, Construction Engineering and Review Services, Construction Management and Administration, Program Management, Topographical and Boundary Surveying and all aspects of Real Estate Interest and Land Acquisition Services all for Water, Wastewater and/or Stormwater Infrastructure Projects and Systems, and any other Engineering Services as may be required during the program timeframe. Specific work assignments will be more specifically detailed through various task orders issued by the City under the negotiated contract to the selected Engineering firm or firms.
All proposals should be marked with the following language: ENGINEERING SERVICES STATEMENT OF QUALIFICATIONS FOR OXFORD’S REGIONAL WATER RESOURCES DEVELOPMENT PROGRAM: EPA-STAG, US ARMY CORPS OF ENGINEERS-ENVIRONMENTAL INSTRUCTURE, and OTHER STATE, LOCAL, OR FEDERAL FUNDS.
Qualifications will be evaluated on the following factors:
• Specified experience or technical expertise of the firm in connection with the type of services to be provided
• Past record of performance on contracts with the community and other clients, including quality of work, timeliness, and cost control.
• The capacity of the firm to perform the work within time limitations, taking into consideration the current and planned workload of the firm.
To be evaluated properly, the following must be addressed in detail:
• Qualifications– Availability of qualified personnel and capacity of the firm to carry out professional engineering services
• Experience– Experience and technical expertise of the firm and its personnel as well as information regarding projects previously undertaken, including the types and cost of projects.
• Scope of Services – Summarize the scope and type of services, understanding of the program and tasks.
