General Notice
CITY OF ST. FRANCIS is requesting Bids for the construction of the following Project:
2026 STREET IMPROVEMENTSProject #20515008
The City of St. Francis will receive and accept bids ONLY through QuestCDN.com via the online electronic bid service (Quest vBid) for the construction of 2026 Street Improvements until 10 AM April 8, 2026. All bids will be downloaded and publicly read aloud during a virtual public bid opening that will be held at the day and time of the bid closing. All plan holders will receive information via Quest on how to join the virtual meeting prior to the bid opening.
The Project includes the following Work:
The Project includes a base bid and alternates for the following Work: Resurfacing of portions of four (4) streets in the City of St. Francis. This includes but is not limited to full depth pulverization, full length curb and gutter removal and replacement, carriage walk, and driveway replacement where necessary, and adjustment of storm sewer inlets, manholes, sanitary sewer manholes, and water valve boxes across all resurfaced roadways on portions of the following streets:
• S Kansas Ave
• S Vermont Ave
• S Ellen St
• E Eden Pl
The anticipated substantial completion date is within 60 calendar days after the date when the Contract times commence to run and will be substantially complete on or before 8/31/2026 and final completion date is 10/31/2026.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents are available for download from Quest CDN at www.Quest cdn.com. You may download the digital plan documents for $45 by inputting Quest eBid Doc #10095203 on the website's Project Search page. Please contact QuestCDN at 952-233-1632 or contact by email at info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Prospective Bidders are urged to register with Quest CDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Quest CDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Quest CDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Quest CDN.
Instructions to Bidders.
No proposal will be accepted unless accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. If after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.
No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.
The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by local wage rates.
Owner reserves the right to waive any informalities or to reject any or all bids.
