BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA NOTICE OF APPLICATION Sierra Pacific Power Company d/b/a NV Energy and Nevada Power Company d/b/a NV Energy ("NV Energy"), intend to submit an Application for a Permit to Construct the portion of the Greenlink West Transmission Line Project ("Greenlink West") consisting of the Common Tie Transmission Lines and Associated Facilities on private lands ("Project") within unincorporated Lyon and Storey Counties, Nevada and the city of Reno's extraterritorial jurisdiction of the City of Reno. This request for a Permit to Construct will be filed with the Public Utilities Commission of Nevada ("PUCN") pursuant to the Utility Environmental Protection Act ("UEPA") under Nevada Revised Statutes Chapter 704, Section 870 and Nevada Administrative Code, Chapter 703, Section 423, and Chapter 704, Sections 820 – 900. NOTICE OF AN APPLICATION FOR A PERMIT TO CONSTRUCT UNDER THE PROVISIONS OF UEPA FOR THE GREENLINK WEST TRANSMISSION LINE PROJECT Notice is herby given to persons residing in the municipalities in which the proposed Project to be constructed will be located. As approved in Docket Nos. 20-07023, Greenlink West includes a series of transmission lines, substations, and collector substations in Nevada that extends between the existing Harry Allen Substation in the City of North Las Vegas, Nevada and the site for the Walker River Substation in unincorporated Lyon County, Nevada. Greenlink West will be constructed generally between North Las Vegas and Yerington with work in Clark, Nye, Esmeralda, Mineral, and Lyon counties, but will also have associated facilities in Storey and Washoe counties, and will be located predominantly on lands administered by the U.S. Bureau of Land Management ("BLM"), with smaller portions of the project crossing Department of Defense, National Park Service, Bureau of Indian Affairs, Nevada Division of State Lands, and Clark County lands, in addition to privately owned lands. The Project facilities subject to this Application are broken down into the following segments: (1) 345-kV Mira Loma—Walker River Transmission Line (2) 345-kV Comstock Meadows #1—Walker River Transmission Line (3) 345-kV Comstock Meadows #2 –Walker River Transmission Line The purpose of constructing the Project is to support the addition of generating peaking capacity during periods of high demand. The contents of the UEPA Application for the Greenlink West Transmission Line Project will include, among other things: (1) A description of the proposed equipment requiring a permit to construct from the PUCN with diagrams of the locations and layouts of the proposed equipment adjacent to the proposed utility facility; (2) An environmental statement that describes the environmental characteristics of the project area; (3) A list of state and local permits for the proposed Project; and (4) An explanation of the extent to which the proposed utility equipment is needed to ensure reliable utility to electric customers within this state. The UEPA application will be filed under and governed by the provisions of the UEPA.
