ADVERTISEMENT FOR BIDS The City of Scranton, Arkansas, (Owner) is requesting Bids for the construction of the following Project: WATER SYSTEM IMPROVEMENTS, 8” WATER LINE Bids for the construction of the Project will be received at the Scranton City Hall located at 206 Park Avenue, Scranton, Arkansas, 72863, until Thursday, April 30th, 2026, at 12:00 P.M. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Construction of approximately 2,010 linear feet (LF) of eight-inch (8”) polyvinyl chloride (PVC) water line from the existing pressure-reducing valve (PRV) vault at Cherry St. and HWY 109 to a new PRV vault at Main St./HWY 197 including approximately 410 LF of casing, a new PRV and vault, associated valves and fittings, two (2) fire hydrants, and other appurtenances as shown and/or called for in the Plans and Specifications.Questions regarding Bids shall be directed to Mike Benham, PE, at mbenham@olsson.com. Bidding Documents and Plans must be obtained by contacting Olsson, Inc. These documents are available from the Engineer electronically in pdf format at no fee. All contractors intending on bidding SHALL register as a plan holder by notifying Brenda Larsen, Project Administrator, via e-mail at blarsen@olsson.com. When registering as a plan holder, contractors shall submit primary contact information including name of contractor, primary contact, phone number, and physical address. FAILURE TO REGISTER AS A PLAN HOLDER MAY RESULT IN YOUR BID BEING REJECTED. All bids shall be sealed and the envelopes addressed to City Hall, City of Scranton, 206 Park Avenue, Scranton, Arkansas 72863. All bids shall be plainly marked on the outside of the envelope specifying that it is a bid for construction of the WATER SYSTEM IMPROVEMENTS, 8 IN WATER LINE, SCRANTON, ARKANSAS, the time for opening of bids, and the name and current contractor's license number of the bidder. The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered. A pre-bid conference for the Project will be held on Wednesday, April 1st, 2026 at 2:00 P.M. at Scranton American Legion, Post 258 located at 600 Olive Street, Scranton, Arkansas, 72863. Attendance at the pre-bid conference is encouraged but not required. Bid security shall be furnished in accordance with the Instruction to Bidders. The check(s) or bond(s) shall be made payable to City of Scranton as security that the bidder(s) to whom the award(s) are made will enter into contract to build the improvements bid upon and furnish the required bonds and insurance. All bidders must be licensed under the terms of the Arkansas State Licensing Law for Contractors, A.C.A.17-25-1-1, et seq. All bidders must also comply with the Rules and Regulations of the Contractors Licensing and Bond Law, Arkansas Administrative Rules 224-25-1, et seq. Pursuant to Arkansas Code Annotated 22-9-203, the Owner encourages all qualified small business enterprises and veteran-owned business enterprises to bid on and receive contracts for goods, services and construction. The City of Scranton reserves the right to accept any bid which it deems most advantageous to the owner, and to reject any or all bids submitted and to hold as many bids as it desires for consideration and to waive any informalities in the proposal deemed to be in the best interest of the City of Scranton. The City of Scranton further reserves the right to withhold the awarding of the contract for a period not to exceed thirty (30) days after the receipt of bids.
