NOTICE
NOTICE is hereby given that the Board of Supervisors of East Manchester Township will hold a special public meeting on Wednesday, April 8, 2026 at 6:00 p.m. at Union Fire Co. No. 1 Social Hall, 201 York St, Manchester, PA 17345 for the purpose of conducting public hearings on the following ordinances, after which hearings and during which meeting the Board also intends to consider the ordinances for adoption: “AN ORDINANCE AMENDING CHAPTER 255 [ZONING] OF THE CODE OF ORDINANCES FOR EAST MANCHESTER TOWNSHIP, YORK COUNTY, PENNSYLVANIA, TO CREATE A NEW DATA CENTER OVERLAY DISTRICT AND TO ESTABLISH CERTAIN STANDARDS FOR DATA CENTERS.” Section 1 of the Ordinance amends the East Manchester Township Zoning Map to include Tax Parcel ID Nos. 26-000-MI-0148.00-00000, 26-000-MI-0148.A0-00000, 26-000-01-0113.00-00000, 26-000-MI-0051.B0-00000, and 26-000-MI-0051.C0-00000 in the Data Center Overlay District. Section 2 creates the Data Center Overlay District as a new Overlay Zoning District within East Manchester Township. Section 3 Establishes specific dimensional zoning standards for a Data Center Use. Section 4 adds a definition for “DATA CENTER”. Section 5 adds a definition for “DATA CENTER ACCESSORY USES”. Section 6 adds a definition for “DATA CENTER EQUIPMENT”. Section 7 adds a definition for “SENSITIVE RECEPTORS”. Section 8 amends the definition of “WAREHOUSE”. Section 9 provides a repealer. Section 10 maintains the validity of the ordinance if any section is stricken by a court. Section 11 makes the ordinance effective immediately after its approval as provided by law and; “AN ORDINANCE ADOPTING CHAPTER 83 [DATA CENTERS] OF THE CODE OF ORDINANCES FOR EAST MANCHESTER TOWNSHIP, YORK COUNTY, PENNSYLVANIA, TO ESTABLISH HEALTH, SAFETY AND PUBLIC WELFARE STANDARDS FOR DATA CENTERS.” Section 1 of the ordinance adopts and incorporates into the East Manchester Township Code of Ordinances provisions for the regulation of utility connections, buffer strips, aesthetic standards, rooftops, lighting, noise, fire safety, performance standards, water usage, emergency services, environmental standards, solar connections, cooling, decommissioning, and transportation plans. Section 2 provides a repealer. Section 3 adds severability provisions. Section 4 makes the ordinance effective immediately after its approval as provided by law. Copies of the ordinances are available for inspection during regular business hours at this newspaper, the York County Courthouse Self Help Center, or the Township Office.
