Sealed proposals will be received by the Municipal Water Authority of Aliquippa of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on April 13, 2026 for:
CONTRACT NO. 26-04
ELEVATED WATER STORAGE TANK AND VALVE VAULT
The scope of work included under Contract No. 26-04 – Elevated Water Storage Tank and Valve Vault includes installation of a level control valve vault at the existing Raccoon Elevated Water Storage Tank. The project also includes approximately 100 linear feet of relocation and abandonment of existing waterline connecting the distribution system to the elevated water storage tank; as well as installation of SCADA provisions for monitoring the Raccoon Elevated Water Storage Tank, Raccoon Booster Station and First Alley Booster Station at the existing Water Filtration Plant. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all General Construction in accordance with the Contract Documents.
All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $225.00 from QuestCDN using project number 10082764. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Municipal Water Authority of Aliquippa. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Municipal Water Authority of Aliquippa to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
Contract No. 26-04 – Elevated Water Storage Tank and Valve Vault is being partially funded by COVID-19 ARPA PA H2O grant funding from the Department of Treasury under administration of the Commonwealth Financing Authority.
Contractors shall demonstrate compliance with Federal Executive Orders 11625, 12138, and 12432, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The Municipal Water Authority of Aliquippa reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Municipal Water Authority of Aliquippa shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Municipal Water Authority of Aliquippa may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Municipal Water Authority of Aliquippa has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
