INVITATION TO BID
Sealed bid proposals will be received for Shrewsbury Borough, York County, PA until Wednesday, April 8, 2026 at 10:00AM at the office of James R. Holley & Associates, Inc., 18 S. George St., Suite 301, York, PA 17401. At that time all bids will be opened and read aloud. No bids shall be received by fax or e-mail.
This project shall consist of the installation of the following: 30,000 SY± of paving overlay, 500 SY± base repair, 30,000 SY± paving fabric, and related street construction. Bituminous paving materials and delivery shall be supplied by the Borough through a separate contract. Coordination between the paving material supplier and installation contractor is required.
Copies and specifications may be picked up at the offices of James R. Holley & Associates, Inc., 18 S. George St., Suite 301, York, PA 17401. Digital documents are also available but must be obtained directly from James R. Holley & Associates, Inc. to be qualified as an approved bidder.
The project is subject to the Pennsylvania Prevailing Wage Act 442 as amended. Wage rates are included in the contract documents.
All bidders shall be required to furnish a Bid Bond or Certified Check in the amount of five percent (5%) of the bid. Upon the acceptance of the proposal by the Borough, the successful bidder(s) shall provide a Performance Bond and Payment Bond each in the amount of one hundred percent (100%) of the contract amount to the Borough. Each bidder shall be prepared to submit evidence of qualifications to perform the work as well as references from previous contracts.
The Borough reserves the right, which is agreed and understood by all bidders, to accept or reject any or all bids and waive irregularities. No bid may be withdrawn by the bidder for sixty (60) days after closing time for receipt of bids.
All Bids shall be submitted on the bid proposal form(s) and sealed in an envelope clearly marked “Bid Proposal – Shrewsbury Borough Streets 2026.
