ADVERTISEMENT FOR BIDS   Sealed Bids for the Baltic Wells #1 & #6 Rehabilitation and New Source Development project will be received by the Agent (Board of County Commissioners of Tuscarawas County, Ohio) at their office located at 125 East High Avenue, New Philadelphia, Ohio 44663, until 10:30 AM, local time, on April 15, 2026, and then at said office publicly opened and read aloud. PROJECT DESCRIPTION: The Project consists of the mechanical and chemical rehabilitation of Wells #1 and #6, the conversion of Well #1 to a submersible configuration, and exploratory Phase 3 test drilling for a potential new groundwater source. BIDDING CONDITIONS AND AWARD: 1. Governing Law: The Contract will be awarded to the "lowest and best" responsible bidder in accordance with Ohio Revised Code Section 307.86. 2. Contracting Authority: The Agent, acting on behalf of the Owner, shall be the contracting authority. The Agent reserves the right to reject any and all Bids, to waive any informalities or irregularities in the Bids received, and to accept any Bid or combination of Bids which is deemed most favorable to the Owner. 3. Funding and Contingency: This project is intended to be funded through a loan from the Ohio Water Development Authority (OWDA). The award of the Contract is strictly contingent upon the Owner successfully securing said funding. All bidders must comply with OWDA’s requirements, including the payment of Ohio Prevailing Wage rates (ORC 4115). 4. Qualifications: Bidders must be a State of Ohio Registered Water Well Drilling Contractor in good standing. 5. Bid Security: Each Bid must be accompanied by a Bid Guaranty in the form of a Bid Bond for the full amount (100%) of the Bid, or by a certified check, cashier's check, or letter of credit in the amount of ten percent (10%) of the total Bid, made payable to the Board of County Commissioners of Tuscarawas County, Ohio, in accordance with ORC Section 153.54.
