SPECIAL ORDERS SESSION
WINNEBAGO COUNTY BOARD OF SUPERVISORS MEETING
TUESDAY, JANUARY 6, 2026
A. Call to Order
Chairman Thomas Egan called the meeting of the Winnebago County Board of Supervisors to order at 6:00 P.M. from the Winnebago County Courthouse, 415 Jackson Street, Oshkosh, Wisconsin and virtually by TEAMS.
B. Roll Call
The following Supervisors were present: 30 – Laux, Ulbricht, Lutz, Holt, Hancock-Cooke, Wise, Nussbaum, Paterson, Gabert, Binder, Swan, Gilbertson (arrived at 6:08 pm), Mueller, Ponzer, Belville (via TEAMS), Macho, Hinz, Zellmer, Pluchinsky, Buck, Hanson, Cox, Gustafson, Farrey, Harrison, Frassetto, Egan, O'Brien, Nelson and Miller; Excused: 4 – Reinke, Stafford, Powers and Bureau; Absent: 2 – Dowling and Halbur.
C. Pledge of Allegiance
The meeting opened with the Pledge of Allegiance.
D. Invocation
The invocation was given by Supervisor O'Brien.
E. Adopt Agenda
Motion by Supervisor Farrey, seconded by Supervisor Frassetto, to adopt the agenda for tonight's meeting. CARRIED BY VOICE VOTE.
F. Public Comments
There were no public comments.
G. Communications from the County Clerk
There were no communications from the County Clerk.
H. Reports from Committees, Commissions and Boards
Supervisor Paterson informed the board that there will not be a Veterans Service Commission meeting this month. The meeting scheduled for January 8, 2026, at 11:00 a.m. has been cancelled.
I. County Board Chair's Report and Appointments
Chairman Egan reported that the following Supervisors are excused from tonight's meeting: Supervisors Reinke, Stafford, Powers and Bureau.
Chairman Egan informed the board that as of 5:00 p.m. today, which was the deadline for filing papers for County Board Supervisor, there are 8 Supervisors who filed non-candidacy papers, 15 contested races, with one that will have a Primary in District 14. He informed the board that all this information is available on-line on the web page for your viewing.
J. Presentations
1. PFAS Litigation Presentation by Barron & Budd
Jason Julius, Attorney at Law, and Chris Edwards, Attorney at Law, from Barron & Budd, P.C., did a presentation on the Aqueous Film-Forming Foam Products Multi-District Litigation (MDL). Mr. Julius discussed what this litigation entails, and who and what was all involved. He explained what the Aqueous Film-Forming Foam (ATFF) and Per- and Polyfluoroalkyl Substances (PFAS) were, what they have been typically used for and where the major sources of PFAS are. Mr. Julius identified the MDL key players and informed everyone on the status of the MDL, possible and potential damages to Winnebago County and provided his recommendations to the board.
Mr. Julius and Mr. Edwards then took questions from the board.
2. Identifying Good Data - Supervisor Kate Hancock-Cooke
Kate Hancock-Cooke, County Board Supervisor, District 7, briefly presented "Numbers Don't Lie But They Can Mislead". Ms. Hancock-Cooke discussed some major themes in using data; where to get data, evaluating the data, and how data should be presented and what you should expect.
Ms. Hancock-Cooke then took questions from the board.
K. Adjourn
Motion by Supervisor Farrey, seconded by Supervisor Gustafson, to adjourn until the January 20, 2026, Adjourned Session of the Winnebago County Board of Supervisors.
CARRIED BY VOICE VOTE. The meeting was adjourned at 7:08 p.m.
