Notice is hereby given that Online Bids will be received by Marshfield Utilities until 11:00 a.m., Thursday, April 30, 2026, via QuestCDN, for the furnishing of all labor and material for the construction of the Private Side Lead Service Lines Replacement Project to include the following:
Private side water service replacements from the curb stop & box to the meter for approximately 16 individual services located in the City of Marshfield, WI. Service replacement shall include, but not be limited to, the curb stop and box, service line material shall be 1 inch type K copper or cross-linked polyethylene (PEX), all site restoration both exterior and interior shall be replaced with in kind materials. Site restoration may include concrete or asphaltic pavement, turf, and possibly curb and gutter where necessary for exterior restoration. Restoration of any interior private structure to connect the water service to the meter location shall be done using like materials and may vary from structure to structure.
Funded by Wisconsin Department of Natural Resources (WDNR) Safe Drinking Water Loan Program (SDWLP) Lead Service Lines (LSL).

For this project, bids will ONLY be received electronically. Contractors submitting an electronic bid will be charged an additional $42 at the time of bid submission via the online electronic bid service QuestCDN.com. To access the electronic Bid Worksheet, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Bids shall be completed according to the Bidding Documents prepared by SEH dated April 15, 2026.
Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
Bidders Proof of Responsibility must be submitted to Marshfield Utilities in accordance with the Instructions to Bidders.
Build America, Buy America: This Project is subject to the Build America, Buy America requirements of Title IX of the Infrastructure Investment and Jobs Act, Public Law No. 117-58, §§70901-52. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
Contractors on the Project shall be required to comply with the minimum wages and labor standards, and conditions of employment to be observed, as determined by the Federal Davis-Bacon wage rates, under the Contract. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract. Equal Opportunity and Affirmative Action requirements apply to this Project (E.O. 11246).
No bidder may withdraw his/her bid within 30 days after the actual day of the opening thereof.
The Owner encourages MBEs, WBEs, and SBRAs to submit Bid proposals.
The Marshfield Utilities reserves the right to reject any and all bids, to waive irregularities and informalities therein and to award the Contract in the best interests of the City.
