NOTICE OF PUBLIC HEARING
CITY OF ELIZABETH - PLANNING BOARD
PLEASE TAKE NOTICE that on Thursday, May 7, 2026 at 7:30 P.M., in the City of Elizabeth City Council Chambers, third floor of City Hall, 50 Winfield Scott Plaza, Elizabeth, New Jersey, the Planning Board ("Planning Board") will hold a public hearing on the application of Center Point Butler Urban Renewal, LLC (the "Applicant"), seeking Amended Preliminary and Final Major Site Plan approval with a bulk ("c") variance in connection with the properties located at 52 Butler Street, Elizabeth, New Jersey, further identified as Block 780, Lot 1.01; and 31-51 Butler Street, Elizabeth, New Jersey, further identified as Block 779, Lots 30, 31, 32, 33, 34, and 35; on the Tax Maps of the City of Elizabeth (the "Properties"). The Properties are located within the Butler Street Redevelopment Plan Area (Areas A & B), which permits warehouse, business and professional offices, parking lots, and other compatible commercial and industrial uses.
The Applicant proposes to amend the previously approved site plan to develop the Properties with a new warehouse facility, including office space, 42 loading docks, 83 on-site car parking spaces, 44 trailer parking spaces, and 42 off-site employee parking spaces, along with site grading, landscaping, stormwater management, and related utility improvements. They were also approved to construct a wireless telecommunications tower compound and associated antenna. The approval was memorialized by resolution which was adopted on February 5, 2026 which allowed for a 196,460 sq ft warehouse building. As a result of these proposed amendments the building is being increased to 207,800 sq ft. No other conditions on site are being changed in deviation from the redevelopment plan as a result of this amendment.
Applicant is requesting continued relief for the previously granted Bulk (c) variance for:
Minimum Lot Depth: required: 100 ft, existing and granted: 85 ft in Area B;
In addition, the following conditions are being modified from what was previously approved:
Minimum Front Yard Setback: 15 ft approved, 12 ft proposed, 10 ft required
Minimum Building Coverage: 38% approved, 40% proposed, 25% required
Maximum Building Coverage: 38% approved. 40% proposed, 45% permitted
Maximum Impervious Coverage: 73% approved, 73% proposed, 80% permitted
Minimum Parking Spaces: 125 spaces approved, 124 spaces proposed, 70 spaces required
Maximum Monument Signs: 2 driveways and 1 monument sign on Butler St approved, 4 driveways and no monument sign proposed, one sign per building at each driveway allowed.
Applicant further seeks any additional deviations, variances, waivers, exceptions, interpretations, de minimis exceptions to RSIS, modifications of conditions of prior approvals, continuation of any preexisting nonconforming conditions and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) and/or relief that may be determined to be necessary during the review and processing of the application and/or based upon an analysis of the plans and testimony at the PUBLIC HEARING on the Application. The Applicant reserves the right to supplement its submission either prior to or at the PUBLIC HEARING on this matter.
Beginning ten (10) days prior to the public hearing, Application documents will be available for public inspection on the City of Elizabeth's website at www.elizabethnj.org or may be inspected at the Office of the Bureau of Construction and Zoning, Division of Zoning and Land Use, 50 Winfield Scott Plaza, Elizabeth, New Jersey, during that Office's normal business hours.
