NORTHCENTRAL TECHNICAL COLLEGE BOARD MEETING MINUTES The Northcentral Technical College District Board of Trustees met on April 7, 2026, at the Wausau Campus as well as via Zoom. Chairperson Troy Brown called the meeting to order at 1:00 pm. A. Board Members Present: Troy Brown, Sherry Bunten, Tom Felch, Renae Krings, Charlie Paulson, Paul Proulx, Heather Renzelmann, Rainer Shooter (joined via Zoom at 1:11 pm) B. Compliance with Open Meetings Law (Wis. Stat. 19.81-19.88) a. Nikki Kopp reported the meeting was being held in compliance with Open Meetings Law (Wis. Stat. 19.81-19.88) C. Public Comment a. There were no public comments. THE FOLLOWING ITEMS WERE APPROVED A. Approval of Minutes from March 10, 2026, Board of Trustees Regular Meeting Tom Felch moved and Paul Proulx seconded Northcentral Technical College District Board approval of the meeting minutes from the March 10, 2026 Board of Trustees Regular Meeting. Motion carried unanimously. B. Approval of 2026-2027 Capital Borrowing – Chet Strebe Resolution authorizing the issuance of not to exceed $11,500,000 general obligation promissory notes, Series 2026A; and setting the sale. Charlie Paulson moved and Paul Proulx seconded Northcentral Technical College District Board approval authorizing the borrowing of $11,500,000; and providing for the issuance and sale of general obligation promissory notes. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Charlie Paulson, Paul Proulx, Heather Renzelmann, Troy Brown. Motion carried unanimously. C. Approval of 2026-2027 Employee Salary/Wage Adjustments – Cher Vink Paul Proulx moved and Tom Felch seconded Northcentral Technical College District Board approval of the 2026-2027 employee salary/wage adjustments as indicated in the topic summary sheet. Motion carried unanimously. D. Student Activity Fee and Miscellaneous Student Charges – Sarah Dillon Renae Krings moved and Sherry Bunten seconded Northcentral Technical College District Board approval of the revised student activity fee and miscellaneous student charges as identified. Motion carried unanimously. E. Charlie Paulson moved and Paul Proulx seconded Northcentral Technical College District Board approval of the Consent Voting Agenda including: a. Receipts + Expenditures b. Personnel Changes Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Charlie Paulson, Paul Proulx, Heather Renzelmann, Rainer Shooter, Troy Brown. Motion carried unanimously. THE FOLLOWING REPORTS + PRESENTATIONS WERE HEARD A. 2026-2027 Grant Success – Vicki Jeppesen B. CARES/BIT – Shawn Sullivan + Jordan Schult C. President's Report D. Chairperson's Report CLOSED SESSION (2:07 PM) A. Paul Proulx moved and Sherry Bunten seconded Northcentral Technical College District Board approval to adjourn the Board into Closed Session pursuant to Wisconsin Statutes Section 19.85(1)(c) for the purpose of: a. Considering employment or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Charlie Paulson, Paul Proulx, Heather Renzelmann, Rainer Shooter, Troy Brown. Motion carried unanimously. OPEN SESSION A. Paul Proulx moved and Sherry Bunten seconded Northcentral Technical College District Board approval to reconvene the Board into Open Session to confirm any action deemed necessary as a result of the Closed Session. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Charlie Paulson, Paul Proulx, Heather Renzelmann, Rainer Shooter, Troy Brown. Motion carried unanimously.
