REQUEST FOR PROPOSERS Engineering Services: Hegewisch Station Grade Crossing Warning Enhancements   The Northern Indiana Commuter Transportation District (“Dis-trict”) is seeking professional services to include engineering and design for the current Hegewisch Station Pedestrian/Pathway Crossings at each end of the platforms on NICTD Main Track 2. All proposals must meet NICTD’s specifications as further described in the Proposal Packet. The Proposal Packet, including the work scope, is available on-line at www.nictdplanroom.com. Proposers are encouraged to access this site to retrieve the proposal packet, updated proposal information and addendums. Information regarding these Proposals, including the results, can be found at: https://mysouthshoreline.com/nictd/purchasing-contractors/ Proposals must be submitted electronically via the NICTD Plan Room in strict accordance with the instructions, file-naming conventions, and password-protection requirements detailed within the RFP package. Failure to follow the specified Brooks Act submission protocols will result in immediate disqualification. Proposals will be received not later than 2:30 P.M., local time, June 11, 2026. The “Submit Bid” link will be disabled after the above stated time and date, so be sure to allow enough time to upload the entire proposal prior to this time. NICTD is not responsible for proposals that failed to upload prior to the submission deadline. Proposals must set forth full, accurate and complete information as required by the instructions in the proposal package. Failure to do so may result in rejection of a proposal. NICTD reserves the right to reject any and all proposals and waive technical defects if, in its judgment, the interests of NICTD so require. NICTD will interview and enter into negotiations with any proposer it deems appropriate in its sole discretion. NICTD reserves the right to accept any proposals within 90 days after the time of the opening of the proposals, during which time no proposal shall be withdrawn.   David Dech President
