Public Notice – Environmental Permit Purpose of notice: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) to limit air pollution from a facility in Hopewell, Virginia. Public comment period: May 22, 2026 to July 7, 2026 Public hearing: Hopewell Library, 209 East Cawson St, Hopewell, Virginia on June 22, 2026 starting at 5:30 PM. Permit name: Prevention of Significant Deterioration Permit issued by DEQ pursuant to applicable air laws and regulations Applicant/Facility name, address and registration number: Hopewell Power Generation LLC; 1114 Hercules Rd, Hopewell, Virginia 23860; 50967 Project description: Hopewell Power Generation LLC has applied for a significant amendment to the permit to build the Hopewell Power Generation LLC cogeneration facility in order to define alternate operating scenarios (e.g., startup and shutdown) and to add corresponding alternate emission limits for the three combustion turbines at the facility. The facility is classified as a major source of air pollution and is located at 1114 Hercules Rd, south of the intersection of State Route 156 and E. Randolph Rd in the city of Hopewell, VA. Allowable annual emissions of air pollutants from the facility will not change as a result of this permit amendment and therefore no change is expected in increment consumption. Fuel throughput limits of natural gas and No. 2 distillate oil (delivered to the facility via pipeline and truck, respectively) will also remain unchanged. There is no expected effect on local air quality as a result of the amendment. HOW TO COMMENT: DEQ accepts written comments by hand-delivery, e-mail, or postal mail.
